This is a notable content of the Ordinance on preferential treatment given to people with meritorious services to the revolution 2020 issued by the Standing Committee of National Assembly of Vietnam on December 09, 2020.

According to Clause 2 Article 3 of the Ordinance on preferential treatment given to people with meritorious services to the revolution 2020 of Vietnam: “Relatives of people with meritorious services to the revolution include biological father, biological mother, spouses, children (biological children, adopted children) and people who have merits to raise martyrs.”
Article 3 of this Ordinance also stipulates subjects considered as people with meritorious services to the revolution, including:
1. People who were active in the revolution before January 01, 1945;
2. People who were active in the revolution from January 01, 1945 to the date of the August insurrection, 1945;
3. Martyrs;
4. Heroic Vietnamese Mother;
5. Hero of the People's Armed Forces;
6. Hero of Labor in the period of resistance;
7. War invalids, including class B war invalids recognized before December 31, 1993; policy beneficiaries as war invalids;
8. Sick soldier;
9. Resistance activists infected with toxic chemicals;
10. People who are active in the revolution, resistance war, defense of the Fatherland, or perform international obligations are imprisoned or exiled by the enemy;
11. People who were active in the resistance war for national liberation, defense of the Fatherland, or international obligations;
12. People with meritorious services to the revolution.
According to Clause 2 Article 2 of the Ordinance on preferential treatment given to people with meritorious services to the revolution 2005 of Vietnam: “Relatives of people with meritorious services to the revolution specified in Clause 1 Article 2 of the Ordinance on preferential treatment given to people with meritorious services to the revolution 2005.”
Thus, from July 01, 2021, relatives of people with meritorious services to the revolution must be biological fathers, biological mothers, spouses, children (biological children, adopted children), and people with meritorious services to martyrs shall be considered as relatives of people with meritorious services to the revolution, remaining cases shall not be considered as relatives of people with meritorious services to the revolution.
Ordinance on preferential treatment given to people with meritorious services to the revolution 2020 of Vietnam takes effect from July 01, 2020 and replaces the Ordinance on preferential treatment given to people with meritorious services to the revolution 2005.
