Vietnam: Karaoke and nightclub venues are compulsory to be equipped with 04 fire prevention and fighting equipment

Specifically, according to the Circular No. 147/2020/TT-BCA of the Ministry of Public Security of Vietnam, 04 fire prevention and fighting equipment and means that karaoke and nightclub venues are required to be equipped include:

First: Fire extinguishers

At least 1 tank/50 m2, in which:

- Powder fire extinguisher has at least 6 kilograms of extinguishant; or

- Foam fire extinguisher has at least 6 kilograms of extinguishant; or

- Water-based fire extinguisher has at least 6 liters of extinguishant.

Note: There is a reserve of 10% of the total number of equipment in the building.

Second: Toxic-filtering respirators

Toxic-filtering respirators must be equipped on all floors. The number of respirators on a floor is calculated according to the number of people present at the same time in the room with the largest area of that floor with the norm of 01 respirator/person. Concurrently, respirators are placed at the vehicle cabinet on the emergency exit corridor of each floor.

Third: Escape and emergency equipments

Escape and emergency equipment must be provided on the exits and in each room. The emergency light has an average initial illumination intensity of 10 lux and the minimum luminous intensity at any point along the measured escape route is not less than 1 lux.

The emergency exit light has a luminous intensity of 300 lux in normal conditions and 10 lux in case of fire.

Note: Connect to a non-preferred power source.

Fourth: Forcible entry tools

At least 01 set of forcible entry tools, including:

- Bolt cutter: has a minimum length of 600 mm, can cut iron with a minimum diameter of 10 mm;

- Steel hammer with with hammerhead mass 2 kg;

- Crowbars: made of steel, powder coated surface, minimum length 750 mm, has 02 heads (01 flat head and 01 curved head for lifting heavy objects)

Note: Forcible entry tools are placed in the fire control room or at the reception area on the 1st floor.

Besides, karaoke and nightclub venues also need to equip other facilities based on the following scale:

- Automated fire alarm system: business area of 200 m2 or more or volume of 1,000 m3 or more;

- Automated fire fighting system: one of the following cases:

+ Steel frame houses with corrugated iron roofs with a business area of 1,200 m2 or more;

+ 01 or 02-floor building with a business area of 3,500 m2 or more;

+ Buildings with 3 floor or more;

+ Equipped inside the basement.

- Indoor fire fighting system:

+ Having a volume of 1,500 m3 or more or 3 floors or more or arranged in a basement (flow for calculating fire pump flow);

+ Up to 10 floors and with volume up to 25,000 m3 (01 water throat 2.5 l/s);

+ Up to 10 floors and with volume over 25,000 m3 or from 11 floors to 16 floors and volume up to 25,000 m3 or inside the basement (02 water throats 2.5 l/s);

+ From 11 floors to 16 floors and has a volume of over 25,000 m3 (03 water throats 2.5 l/s).

- Outdoor fire fighting water supply system: All facilities, except buildings with fire resistance levels I, II and volume up to 250 m3 in residential areas.

- Human rescue equipment: equipped at karaoke and nightclub venues whose height from 25 m or more and area greater than 50 m2 on one floor (at least 01 set: self-rescue escape rope or evacuation slides).
