1. Eligible beneficiaries of dormitory policy
According to Article 2 of Decision 53/2015/QD-TTg by the Prime Minister of Vietnam, the dormitory policy applicable to students enrolled in college and post-secondary programs at vocational education and training institutions, including:
- Ethnic minorities from poor households, near-poor households, or individuals with disabilities;
- Graduates from ethnic minority boarding schools;- Kinh ethnic group members from poor households, near-poor households, or individuals with disabilities who have permanent residence in particularly disadvantaged areas, ethnic minority areas, borders, and islands.
2. Application for dormitory policies for students
According to Clause 2, Article 4 of Joint Circular 12/2016/TTLT-BLDTBXH-BGDDT-BTC guiding the implementation of the dormitory policy stipulated in Decision 53/2015/QD-TTg, an application for dormitory policy includes:
- Application form for dormitory policy:
- For students studying at public vocational education and training institutions, according to the template in Appendix II issued with Circular 12/2016/TTLT-BLDTBXH-BGDDT-BTC;- For students studying at private vocational education and training institutions or foreign-invested vocational education and training institutions, according to the template in Appendix III issued with Circular 12/2016/TTLT-BLDTBXH-BGDDT-BTC.
- For ethnic minority students from poor households or near-poor households, in addition to the above documents, a certification of poor or near-poor household issued by the commune-level People's Committee (certified copy of the original or copy with the original for comparison) is required.
- For ethnic minority students with disabilities, a disability certification issued by the commune-level People's Committee or a decision from the district-level People's Committee regarding social assistance for disabled persons living in the community (certified copy of the original or copy with the original for comparison) is required if there is no disability certification issued by the commune-level People's Committee.
- For Kinh ethnic students from poor households or near-poor households having permanent residence in particularly disadvantaged areas, ethnic minority areas, borders, and islands, a certification of poor or near-poor household issued by the commune-level People's Committee (certified copy of the original or copy with the original for comparison) and a household registration book (certified copy of the original or copy with the original for comparison) are required.
- For Kinh ethnic students with disabilities having permanent residence in particularly disadvantaged areas, ethnic minority areas, borders, and islands, a disability certification issued by the commune-level People's Committee or a decision from the district-level People's Committee regarding social assistance for disabled persons living in the community, if there is no disability certification issued by the commune-level People's Committee (certified copy of the original or copy with the original for comparison) and a household registration book (certified copy of the original or copy with the original for comparison), are required.
- For graduates from ethnic minority boarding schools, a graduation certificate or a temporary graduation certificate (certified copy of the original or copy with the original for comparison) is required.
- For students staying at school during the Tet holiday, in addition to the above documents, a certification of staying at school during the Tet holiday according to the template in Appendix IV issued with Circular 12/2016/TTLT-BLDTBXH-BGDDT-BTC for students studying at public vocational education and training institutions, or Appendix V for students studying at private or foreign-invested vocational education and training institutions is required.
3. Authorities receiving the application for dormitory policies
Within 30 working days from the opening date, vocational education and training institutions shall notify students participating in intermediate-level and college-level training programs about the dormitory policy, the period for submitting applications, and guide students on the documents required as follows:
- For students studying at public vocational education and training institutions: Submit applications to the public vocational education and training institutions where the students are attending.
- For students studying at private vocational education and training institutions or foreign-invested vocational education and training institutions: Submit applications to the Labor - Invalids and Social Affairs Office of the district, district-level town, or city under provincial jurisdiction where the students have permanent residence.
4. Policy scholarship amounts
According to Article 3 of Decision 53/2015/QD-TTg, the policy scholarship amounts are as follows:
- 100% of the statutory pay rate/month for ethnic minority students from poor households, near-poor households, or individuals with disabilities;
- 80% of the statutory pay rate/month for graduates from ethnic minority boarding schools; Kinh ethnic students with disabilities who have permanent residence in particularly disadvantaged areas, ethnic minority areas, borders, and islands;
- 60% of the statutory pay rate/month for Kinh ethnic students from poor households, and near-poor households who have permanent residence in particularly disadvantaged areas, ethnic minority areas, borders, and islands.
Additionally, there are other support provisions, specifically including:
- Lump-sum support of 1,000,000 VND per training course for personal items such as personal blankets, warm clothes (if necessary), personal mosquito nets, personal mats, raincoats, and protective clothing for training purposes;
- 150,000 VND support for students staying at school during the Tet holiday;
- Annual travel support from the place of study to the family and back once per year:
+ 300,000 VND/year for students in particularly disadvantaged areas;
+ 200,000 VND/year for other eligible students.
Beyond scholarships and other support, these students are also entitled to tuition exemptions and reductions; learning cost support; entrance examination fees; issuance of health check records, annual health check-ups; issuance of health insurance cards; and study encouragement scholarships as per current regulations.
However, the Draft Law on Residence 2020 (expected to be effective from July 01, 2021) will abolish the management of residents using household registration books and temporary residence books, and replace them with the management method using a personal identification number updated in the National Population Database and the Residency Database. From July 01, 2021, students applying for dormitory policies will no longer need to prepare household registration books in their application documents but only need to present their citizen identification card or personal identification number to verify the information. All personal information will be uniformly updated in the National Population Database, allowing authorities to easily verify it. This provision aligns with the 4.0 technological era, simplifying administrative procedures and facilitating the process of verifying personal information for everyone.
