Under Circular 1/2021/TT-BNV, depending on the local physical conditions such as cultural houses, auditoriums, schools, etc., and based on the population density in the voting area, the Election Group will select a suitable voting area (voting room) that ensures convenience for voters to come and vote. The voting area must be solemnly and frugally decorated; there should be an entrance for voters to cast their votes and an exit for voters after voting; the voting area must ensure security and order.

The voting area includes:

* The entrance-exit gate and the area outside the voting room are regulated as follows:

- The Election Group uses locally available materials to create the entrance-exit gate of the voting area.

- The area outside the voting room is where the voter list is posted; the rules of the voting room, the election regulations; where the opening ceremony is organized; and where voters are received. This area can be arranged with tables and chairs for voters while they wait to vote.

- The entrance-exit gateand the area outside the voting room are decorated following the model below:

* The Area Inside the Voting Room

- The area inside the voting room must be solemnly arranged, with enough tables, chairs, pens, and necessary conditions for voters to vote. If there is a large auditorium, the opening ceremony can be held right in the voting room.

- The voting room must have a one-way entrance and exit with a certain order, which can be arranged as follows: The entrance starts with a guide table, where voters present their Voter Cards and receive ballots; followed by tables where voters write their ballots, and the ballot box location; a table to stamp "Voted" on Voter Cards to confirm that the voter has voted; and an exit for voters after completing their voting.

- Depending on the specific conditions of each voting room, the Election Group posts the list, and biographies of the candidates; the standards of National Assembly deputies and People's Council deputies for voters to refer to before writing their ballots.

- The area where voters write their ballots needs to have partitions or private rooms to ensure “secret voting” as prescribed by election laws.

- The area inside the voting room is decorated following the model below:

Note: The Head of the Election Group must assign members of the Election Group to take turns guarding the voting area day and night before, on election day, and until the end of voting, compiling, and recording the vote count minutes to be sent to the corresponding Election Committee.

Some mandatory regulations about the ballot box:

The preparation of the ballot box, the number and size of the ballot box depend on the characteristics and conditions of each locality based on the specific guidance of the provincial Election Committee.

- The ballot box can be newly made or use an existing ballot box.

- The ballot box must be sturdy, cleanly decorated, with the national emblem on the front, and the words "BALLOT BOX" beneath.

- Besides the main ballot box, the Election Group must prepare auxiliary ballot boxes (portable ballot boxes) and sealing strips for ballot boxes.

Circular 1/2021/TT-BNV is effective from January 11, 2021.
