Vietnam: Families with two daughters will be rewarded and given cash by the state

This is a remarkable content and is being concerned by many families today in Vietnam and the State has policies to encourage and support in controlling the sex imbalance at birth.

Specifically, the Prime Minister of Vietnam issued the Decision No. 468/QĐ-TTg in 2016 approving the Project to control the sex imbalance at birth, period 2016-2025, with the goal of effectively controlling the growth rate of the sex ratio at birth, towards bringing the sex ratio at birth back to the natural balance, contributing to improving the quality of human resources, serving the cause of industrialization and modernization of the country.

The State has proposed policies to encourage and support as follows:

- Develop, test and implement policies to support and enhance the role and status of women and girls in the family, community and society.

- Develop appropriate social standards and values in order to effectively implement gender equality, gradually eliminating the root causes of the phenomenon of sex selection at birth.

- Research and develop policies to support materially and spiritually for couples giving birth to a daughter falling into:

(1) Poor and near-poor households;

(2) Ethnic minorities in difficult or extremely difficult areas;

(3) People living in island communes and island districts;

(4) At the end of working age but no pension.

Thus, if the couple gives birth to a daughter in the above 04 cases, they will be supported by the state. Notably, not all couples giving birth to a single daughter are supported, but must be the right subjects mentioned above to be supported.

The Decision No. 468/QĐ-TTg was issued and came into effect on March 23, 2016, but so far, only Hau Giang Provincial People's Committee has issued Resolution No. 21/2018/NQ-HDND on the level of support for the implementation of population policy in Hau Giang province in the period of 2019 - 2025.

According to the Resolution No. 21/2018/NQ-HDND, the level of support for the implementation of population policy in Hau Giang province is determined as follows:

Communes, wards and townships (referred to as communes) maintain the family model of having 2 children in 3 consecutive years.

Communes maintain the family model of having 2 children for 5 consecutive years

Policies to encourage, reward and commend couples who have given birth to two full-fledged children, who are girls from poor, near-poor households, and ethnic minorities in difficult or extremely difficult areas; for parents to give birth to a girl child when they reach the end of their working age but have no pension.

The family has given birth to two children on one side, who are girls, raising healthy children, teaching good children, the mother is still of childbearing age but has not violated the population policy since the birth of the second daughter.

- Awarded certificate of merit from the Chairman of the Provincial People's Committee.

- Reviewed and awarded annually organized by the province.

Note: Subjects must belong to poor, near-poor households, ethnic minorities living in difficult or extremely difficult areas; at the end of working age but no pension.

 

Policy on counseling and screening for diseases and birth defects in prenatal and neonatal screening of poor, near-poor households, social protection beneficiaries, subjects living in at-risk areas, and dioxin-contaminated areas in Hau Giang province.

Pregnant women and infants from poor, near-poor households, social protection beneficiaries, people living in at-risk areas and areas contaminated with dioxin in Hau Giang province.

Support the cost of prenatal screening for pregnant women (ultrasound and screening tests for Down syndrome, Edward and Patau, neural tube defects) and newborn screening (screening test for G6PD deficiency, congenital hypothyroidism, adrenal hyperplasia, metabolic disease, hearing impairment), according to current medical service rates.

Support population collaborators, health workers to advise, propagate and mobilize in the community to perform prenatal and neonatal screening

According to Article 73 of the Decree No. 91/2017/NĐ-CP of Vietnam’s Government, bonuses attached to Certificates of Merit and Diplomas of Merit are regulated as follows:

Collective: 2,980,000 VND

(2.0 times of the base salary)

Individual: 1,490,000 VND

(1.0 time of the base salary)

Certificates of Merit of Chairmen of People’s Committees of districts, towns and cities

 

Collective: 894,000 VND

(0.6 times of the base salary)

Individual: 447,000 VND
