1. Central Government Spending Level

(1) Conference expenses: Adhere to the provisions of Vietnam's Circular 40/2017/TT-BTC governing the working-trip allowances and conference expenses regime.

Expenses for organizing training for officials participating in the organization of the election shall comply with the provisions of Circular 36/2018/TT-BTC guiding the estimation, management, use, and settlement of funds for the training and retraining of cadres, civil servants, and public employees and Decision 323/QD-BTC correcting Circular 36/2018/TT-BTC.

In particular, the expenses for organizing conferences convened by the National Election Council shall be applied according to the payment regime for the nearest National Assembly session for the following items: meals, breaks, refreshments, and training for attendees.

(2) Expenses for meetings:

*** Meetings of the National Election Council, the Sub-committees of the National Election Council, and the Presidium of the Central Committee of the Vietnam Fatherland Front:

- Chairing the meeting: 200,000 VND/person/session.

- Participants: 100,000 VND/person/session.

- Subjects served: 50,000 VND/person/session.

*** Other meetings related to election work:

- Chairing the meeting: 150,000 VND/person/session.

- Attendees: 80,000 VND/person/session.

- Subjects served: 50,000 VND/person/session.

(3) Election-related expenses incurred by the National Assembly Standing Committee, the National Election Council, and its sub-committees, as well as the Central Committee of the Vietnam Fatherland Front

In addition to the mode of payment of per diem according to current regulations, the working delegations are paid as follows:

- Head of supervisory delegation: 200,000 VND/person/session.

- Official member of the monitoring team: 100,000 VND/person/session

- Cadres, civil servants, and public employees serving the supervisory delegation

+ Directly serving the delegation: 80,000 VND/person/session.

+ Indirect service of the supervisory delegation (driver, leader protection): 50,000 VND/person/session.

- Expenses for making reports on inspection and supervision results:

+  Report on the results of each working group; a report on the results of the inspection and supervision round; and a general report on the results of inspection and supervision to be submitted to the Standing Committee of the National Assembly, National Election Council: VND 2,500,000/report.

+ Ask for written opinions from individuals and experts. To comply with Clause 2, Article 14 of Resolution 524/2012/UBTVQH13 on a number of spending regimes to ensure the operation of the National Assembly, the spending level is from 100,000 VND/time up to 300,000 VND/time. The maximum total expenditure for consultation is 1,000,000 VND/person/document.

+ Edit and complete the report: 600,000 VND/report.

(4) Expenses for document development:

- Expenses for elaboration of legal documents on election: Comply with the provisions of Vietnam's Circular 338/2016/TT-BTC.

- Expenses for the development of documents outside the scope of regulation of Circular 338/2016/TT-BTC related to election work, nationwide by the National Assembly Standing Committee, National Election Council, Sub-committees of the National Election Council, the Ministry of Home Affairs, the Central Committee of the Vietnam Fatherland Front, and the Office of the National Election Council issued (plans, announcements, professional documents guiding the work of the election service, preliminary and final reports and minutes of general election nationwide):

+ Developing documents: 2,000,000 VND/document (calculated for the final product, including acquisition and correction). In particular, the final report on the election shall be reported to the National Assembly, which is equivalent to the drafting of the National Assembly's Resolution (new document) as prescribed at Point b, Clause 2, Article 4 of Circular No. 338/2016/TT-BTC.

+ Asking for written opinions from individuals and experts The spending level is from 100,000 VND/person/time to 300,000 VND/person/time. The maximum total cost for consultation is 1,000,000 VND/person/document.

(5) Reimbursement for those who directly participated in the election:

** Compensation according to the contract rate per month for the following subjects:

- The President and Vice-Chairmen of the National Election Council; Head of Sub-Committees of the National Election Council: Level 2,200,000 VND/person/month.

- Member of the National Election Council; Deputy Heads of Sub-Committees, members of Sub-Committees; Chief of Office, Deputy Chief of Office of the National Election Council; Standing Office of the National Election Council: 2,000,000 VND/person/month.

- Member of the Office of the National Election Council; members of the assisting groups of the National Election Council Office: 1,800,000 VND/person/month.

The time to enjoy the training regime for election work is counted from the effective time of Vietnam's Resolution 118/2020/QH14 and Resolution 04/2020/HDBCQG until the National Election Council finishes its task. Only the highest level of compensation will be given if a person performs a variety of tasks.The list of fostering expenses shall comply with the Resolutions and Decisions on establishment already approved by competent authorities.

** Subjects mobilized and requisitioned directly to serve the election (in addition to those who have been mobilized and gathered to participate in sub-committees, assisting groups of the Office of the National Electoral Council): compensation level of 100,000 VND/person/day; the time for enjoying the allowances and allowances shall not exceed 15 days (excluding the days of participating in the inspection and supervision team; directly serving the people and settling complaints and denunciations about the election; election day).

In the event that the time for mobilizing and requisitioning directly for election work is more than 15 days, compensation shall be paid according to the maximum expenditure of 1,500,000 VND/person/month on the basis of decisions and documents on mobilization and collection approved by competent authorities.

** Particularly for 2 days (the day before the election and the day of the election): 150,000 VND/person/day, applicable to all forces directly participating in the election; the list of subjects entitled to the allowance regime according to decisions and documents approved by competent authorities.

(6) Payment to support mobile phone charges for those who directly serve during the election is planned:

** Support level of 500,000 VND/person/month for:

- The President and Vice-Chairmen of the National Election Council; The Heads of Sub-committees of the National Election Council;

- Member of the National Election Council; Deputy Heads of Sub-Committees, members of Sub-Committees; Chief of Office, Deputy Chief of Office of the National Election Council; standing in the assisting group for the Standing Committee of the Central Committee of the Vietnam Fatherland Front; Permanently assisting the Minister of the Interior;

- Member of the Office of the National Election Council.

** In case of necessity, the Chief of the Office of the National Election Council, the Central Committee of the Vietnam Fatherland Front, and the Minister of Home Affairs shall decide on the list of officials participating in the election: supported mobile phone charges, the maximum support level is not more than 300,000 VND/person/month.

** The time to enjoy mobile phone fee support is calculated according to the actual time to serve the election, from the time when Vietnam's Resolution 118/2020/QH14 and Resolution 04/2020/HDBCQG take effect until the time of the Association. The national electoral council ends its mission.

(7) Citizens' reception, settlement of complaints and denunciations about the election:

- Persons directly assigned to citizens: 80,000 VND/person/session;

- Persons directly serving the reception of citizens: 60,000 VND/person/session;

- Indirect service to citizens: 50,000 VND/person/session.

(8) Compensation for closing ballot boxes:

If the old ballot box cannot be used or needs to be replenished, the maximum expenditure is 350,000 VND/box.

(9) Engraved marks:

In case the old seal cannot be used or needs to be supplemented, the maximum expenditure is 250,000 VND/mark.

(10) Expenses incurred in compiling the electoral roll:

In the event there is no listing board, or the old board cannot be used, or needs to be supplemented, the maximum expenditure is 1,500,000 VND/pound.

(11) Expenses for developing, updating, and operating the National Election Commission's election website: Comply with the provisions of Decree 73/2019/ND-CP.

(12) Expenses for propaganda and printing: Comply with current bidding regulations.

(13) Expenditure on equipment to serve the Office of the National Election Council: To comply with current norms, regimes and expenditures within the annual budget estimate assigned to the Office of the National Assembly

(14) For actual expenses that have not been specified in this document and other legal documents, the Office of the National Election Council shall coordinate with the Office of the National Assembly to agree on regulations. Additionally, the Chairman of the Office of the National Assembly promulgates it in writing for implementation.

Special cases arise beyond the competence of the Chairman of the Office of the National Assembly or the Chief of the Office of the National Election Council to report to the President of the National Election Council for decision.

2. Local spending:

(1) For the purposes of the expenditures specified in Article 2 of Circular 10/2020/TT-BTC: Based on the funding level specified in Article 3 of this Circular; based on the level of funding for the election guaranteed by the central budget according to the notice; and based on the actual situation in the locality and the ability to balance the local budget, the Presidents of Election Commissions of provinces and centrally run cities shall reach agreement with the chairpersons of People's Committees at the same level and submit them to the People's Councils of provinces and cities for decision on specific support levels and duration.

(2) For specific expenditure tasks in the locality, in addition to the prescribed spending regimes, standards and norms, based on the level of funding for election work provided by the central budget, In accordance with the notice and provisions of this circular, based on the actual situation in the locality and the ability to balance the local budget, the Presidents of Election Commissions of provinces and centrally run cities shall reach agreement with the chairpersons of People's Committees of the same level and submit them to the People's Councils of provinces and cities for decision on specific expenditure levels in their respective localities.

(3) Other expenses: Comply with current law provisions, pay according to reality, legal and valid payment vouchers based on the estimate approved by the competent authority in Vietnam.
