At the beginning of the school year, the issue that parents care about is tuition fees for their children. The state has policies to exempt, reduce and not pay tuition fees for the following entities:
1. Entities not liable to tuition fees
According to Article 6 of the Decree No. 86/2015/NĐ-CP of Vietnam’s Government, 3 following entities shall not be not liable to tuition fees in public educational institutions:
1. Elementary students;
2. Pedagogy students
3. Learners of particular disciplines satisfying requirements for socio-economic development, national defense and security as prescribed in the Law on higher education.
Thus, to encourage parents to send their children to school, primary school students at public schools will not have to pay tuition fees. In addition, those who study special majors in key fields such as education and socio-economics and national defense and security do not have to pay tuition fees. This is a supportive policy to contribute to the development of resources in these areas.
2. Entities eligible for tuition fee exemption
Currently, there are 16 entities eligible for tuition fee exemption, including:
- The people with meritorious services to the Resolution and their family;
- The children studying in preschools and students who are disabled and encounter financial difficulties;
- Children under 16 years old having no nurture source;
- Learners aged between 16 and 22 who are subject to the following cases:
+ Being abandoned and not yet adopted;
+ Being orphans;
+ Being orphans whose mother or father has died and the remaining parent is missing as stipulated by law;
+ Being orphans whose mother or father has died and the remaining parent is receiving the care and nurture benefits at the social protection establishments or social houses;
+ Being orphans whose mother or father has died and the remaining parent is serving prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;
+ Both mother and father are missing as stipulated by law;
+ Both mother and father are receiving the care and nurture benefits at the social protection establishments or social houses,
+ Both mother and father are serving the prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;
+ Mother or father is missing as stipulated by law and the remaining parent is receiving the care and nurture benefits at the social protection establishments or social houses,
+ Mother or father is missing as stipulated by law and the remaining parent is serving prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;
+ Mother or father is receiving the care and nurture benefits at the social protection establishments or social houses and the remaining is serving prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;
- The students who are studying in preschools, compulsory schools and have parents living in poor households as prescribed by the Prime Minister.
- The students who are studying in preschools, compulsory schools and have parents who are non-commissioned officers and soldiers serving in a given term in People’s armed forces.
- The students who are granted direct admission (including students in vocational boarding schools with training duration of at least 3 months).
- The students of upper-secondary ethnic boarding schools, preparatory senior colleges, and preparatory faculties.
- The students being ethnics in poor households and near poor households prescribed by the Prime Minister who are studying in vocational institutions and higher education institutions.
- The students studying in Marxism - Leninism and Ho Chi Minh ’s Ideology.
- The students and postgraduate students studying in the following disciplines: Tuberculosis, Leprosy, Psychiatry, Forensic Examination, Forensic Psychiatric and Pathology.
- The students being ethnics in disadvantaged areas or severely disadvantaged areas as prescribed by competent authority.
- The students studying in colleges, universities and postgraduate students in atomic energy field.
- The lower secondary school’s graduates who are moving to vocational secondary schools.
- The learners studying in vocational secondary schools or colleges in conformity with the social demand as mentioned in the list prescribed in the Head of vocational education authority in the central government despite its low enrolment.
- The learners studying particular disciplines in conformity with requirements for socio-economic development and national defense and security as prescribed in the Law on vocational education.
Unlike those who do not have to pay tuition fees, these 16 subjects who receive a tuition reduction are subject to tuition fees, but mainly due to special circumstances, they are exempt from prescribed tuition fees. This is a State policy to support families with difficult circumstances, meritorious services to the revolution, etc., who have favorable conditions to access education.
3. Entities eligible for tuition fee reduction
According to Article 8 of the Decree No. 86/2015/NĐ-CP of Vietnam’s Government, the following entities are eligible for tuition fee reduction, specifically as follows:
- Learners eligible for 70% reduction of tuition fees include:
+ The students studying in traditional art disciplines in public and non-public culture and art schools, including: Traditional theater music performer, Hue traditional music performer,
+ Southern amateur music and songs, traditional theater actor, folk performing arts, traditional singing (ca trù, bài chòi), traditional instrument performing;
+ The students studying in traditional music (nhã nhạc, tuồng, chèo, cải lương), dance, circus; heavy, harmful or dangerous disciplines of vocational education. The list of heavy, harmful and dangerous disciplines shall be prescribed by the Ministry of Labor, War Invalids and Social Affairs;
+ The students being ethnics (other than extremely minor ethnics) in severely disadvantaged areas as prescribed by competent authority.
- Learners eligible for of 50% reduction of tuition fees include:
+ The students having parents who are officials, workers or civil servants suffering occupational accidents or diseases and eligible for regular allowance receipt;
+ The students who are studying in preschools, compulsory schools and have parents near poor households as prescribed by the Prime Minister.
For families with difficult conditions but not in the subjects exempted and not required to pay tuition fees, they are still supported by the State to reduce part of their tuition fees. This is to reduce the burden on parents, creating conditions for all children, students to have better conditions to go to school.
