Urgently studying and proposing amendments to Law on Organization of Government is a request of the Government of Vietnam in Resolution 85/NQ-CP a> dated July 9, 2022 at Online conference of government with localities and Regular Government meeting in June 2022.

According to the Resolution, the Ministry of Home Affairs of Vietnam shall assume the prime responsibility for, and coordinate with agencies and localities in:
- Study the formulation of documents to institutionalize the Party's policy on encouraging and protecting cadres who are dynamic, creative, and dare to think, dare to do, and dare to make breakthroughs for the common good, and report to the Prime Minister of Vietnam in November 2022.
Advise and urge ministries, agencies, and localities to increase decentralization of state management in tandem with personalizing the head's responsibilities; rationally allocating resources; improving cadre capacity and qualifications; and strengthening inspection, supervision, and control of power.
Urgently study and propose amendments to the Law on Government Organization of Vietnam.
- Guide and closely coordinate with ministries, ministerial-level agencies, and government-attached agencies to arrange the organizational apparatus within ministries and agencies, ensuring it is effective, and efficient, along with perfecting regulations on functions, tasks, powers, and organizational apparatus of ministries and agencies.
- Continue to effectively implement the arrangement of administrative units at district and commune levels;
Develop and complete the Project on the organizational model of urban government directly under the province, the Scheme on the arrangement of administrative units at all levels for the period 2022 - 2025, with a vision to 2030, and submit it to competent authorities according to regulations.
