This is the notable content stipulated in Official Telegram 04/CD-LDTBXH of 2020 implementing Decision 15/2020/QD-TTg on the regulations for implementing support policies for people facing difficulties due to the COVID-19 pandemic, issued by the Minister of Labor, Invalids and Social Affairs on May 09, 2020.

To be specific, the Ministry of Labor, Invalids and Social Affairs has been monitoring, capturing the local situation and the feedback from citizens, and has identified several outstanding issues such as:
- Some district and commune-level units are still confused and slow in implementing the support;
- The process of reviewing, verifying, and supporting freelance laborers, those who lost jobs, and those who stopped working but did not qualify for unemployment benefits has not been adequately addressed;
- The activities of propagating and providing information to citizens and businesses have not been sufficient, leading to a portion of citizens and businesses not accessing the correct support policies.
Therefore, the Ministry of Labor, Invalids, and Social Affairs (MOLISA) requests the Chairmen of Provincial People’s Committees to continue paying attention to and directing the implementation of the following contents:
- Increase propaganda and widespread dissemination to citizens and businesses about the policies of Resolution 42/NQ-CP and Decision 15/2020/QD-TTg;
- Specifically, propagate to commune-level towns, wards, hamlets, villages, and enhance handling support request dossiers via online public service on the National Public Service Portal to shorten processing time and facilitate the process for individuals in verifying and approving support request dossiers;
- Urgently review and compile support cases, accurately identify beneficiaries, ensure no duplication, and specifically determine the timing of support receipt, especially for non-labor contract workers who lost jobs, and laborers whose labor contracts were terminated, workers who were suspended but did not qualify for unemployment benefits, those who lost jobs, and business households with tax revenue below 100 million VND;
- Effectively execute payments to the beneficiaries, promote direct payments via bank accounts of citizens and workers. For localities distributing payments through the postal system, continue implementation as per regulations;
- Increase the allocation of manpower to serve, arrange a dedicated team to receive feedback, and requests from citizens and businesses to resolve arising issues within their authority;
- Strictly handle violations; promptly report to competent authorities for resolutions, avoiding prolonged discontent;
- Consolidate daily implementation results at localities, report to MOLISA before the 20th of each month;
- Regularly update data reporting the situation and results of support work for beneficiaries on the Government of Vietnam's information reporting system.
In addition, the Official Telegram states clearly, MOLISA cooperates with the Central Committee of the Vietnam Fatherland Front, and the Provincial People’s Committees cooperate with the Provincial Vietnam Fatherland Front to organize inspection and supervision teams to ensure the accurate, transparent, and public implementation of support policies at the local level while preventing oversight and incorrect support allocation, and the unlawful use of budget according to current law.
