1. What is measuring instruments?
Measuring instruments refers to measuring devices for measurement process.
In which:
Measurement refers to determination of a physical quantity.
- Measurement activity refers to establishment and application of units of measurement and standards, production, trading, testing, inspection and calibration of measuring instruments, quantification of pre-packed goods; measurement control; education, training, consultation, research and development, and application of measurement technologies.
- Measurement process refers to a set of operations used to determine the value of a quantity.

2. Types of measuring instruments in Vietnam
- Group 1: Measuring instruments used in scientific researches, control and adjustment to technology processes, quality control or serving purposes other than those prescribed in clause 2 of this Article (hereinafter referred to as "category 1 measuring instrument ”) shall be conformable to the technical measurement requirements announced by the organization or individual.
- Group 2: Measuring instruments used to quantify goods and services in trading, payment, safety assurance, public health protection, environmental protection, inspection , judicial expertise and other official duties (hereinafter referred to as “category 2 measuring instrument ”) on the list of category 2 measuring instrument shall be conformable to technical measurement requirements stipulated by the State regulatory authority.

3. Requirements for measuring instruments in Vietnam
3.1. General requirements for measuring instruments in Vietnam
- Technical measurement requirements shall be specified on the measuring instrument or its label or attached documents.
- The structure of a measuring instrument shall be created to prevent external interference that may deviate measurement results.
- Measuring instrument specifications shall be conformable to technical measurement requirements announced by organizations/ individuals or stipulated by State competent authorities.
3.2. Requirements for category 1 measuring instruments in Vietnam
- Category 1 measuring instruments shall meet all requirements in Section 3.1.
- Category 1 measuring instruments shall undergo testing, inspection and calibration upon requests by State competent authorities, organizations and individuals.
- Manufacturers, importers, exporters and users shall have testing, inspection and/or calibration bodies that meet requirements in clause 1 Article 25 of the Law on Measurement 2011 test, calibrate and/or inspect category 1 measuring instruments.
3.3. Requirements for category 2 measuring instruments in Vietnam
- Category 2 measuring instruments shall meet all requirements in Section 3.1.
- Category 2 measuring instruments shall be controlled by one of the following means:
+ Approval of sample measuring devices as they are manufactured or imported;
+ Initial inspection prior to use
+ Periodic inspection during employment;
+ Inspection after repair
- Approval of sample measuring instruments as stipulated point a, clause 2 of this Article shall be carried out in accordance with Article 20 hereof.
- The inspection of sample measuring instruments as stipulated point b, c and d, clause 2 of this Article shall be carried out in accordance with clause 2 Article 21 of the Law on Measurement 2011.
