This is one of the notable content specified in Circular 01/2021/TT-BYT guiding a number of contents for localities to promulgate reward and support policies for collectives and individuals that well perform population work in Vietnam.
To reward and support women having 2 children before 35 in 21 provinces and cities of Vietnam (Artwork)
Specifically, in Article 3 of Vietnam's Circular 01/2021/TT-BYT, a number of items are encouraged to maintain the replacement fertility rate firmly as follows:
(1) In the provinces in low fertility areas according to the Prime Minister's Decision:
Group:
For three consecutive years, the commune has achieved or exceeded the rate of 60% of couples of childbearing age giving birth to a full two children, which is proposed to the district-level People's Committee to reward and support in cash or in kind.
For five consecutive years, the commune has achieved and exceeded the rate of 60% of couples of childbearing age giving birth to a full 02 (two) children and it is proposed to the Provincial People's Committee to reward and support them in cash or in kind.
Individual:
Based on practice, the locality selects and decides to reward, support in money or in kind, women who give birth to two children before the age of 35.
According to the Appendix issued together with Decision 588/QD-TTg dated April 28, 2020, the provinces in the low fertility region include 21 provinces and cities: Ho Chi Minh City, Dong Thap, Hau Giang, Ba Ria-Vung Tau, Binh Duong, Khanh Hoa, Long An, Bac Lieu, Tay Ninh, Soc Trang, Ca Mau, Dong Nai, Binh Thuan, Tien Giang, Can Tho, Vinh Long, An Giang, Ben Tre, Da Nang Ngai and Kien Giang.
Thus, according to the above regulations, women who give birth to two children before the age of 35 in one of the above 21 provinces or cities can be considered for rewards, monetary or in-kind support, based on the reality of each locality.
(2) In the provinces in the high fertility region according to the Prime Minister's Decision:
Group:
- Villages that have achieved three consecutive years without giving birth to a third child or more may be proposed to the commune-level People's Committee to reward and support in cash or in kind.
- A village that has not given birth to a third child for five consecutive years may be proposed to the district-level People's Committee for a reward and incentive, support in cash or in kind.
- Communes that have achieved 3 consecutive years without giving birth to a third child or more may be proposed to the district-level People's Committee to reward and support in cash or in kind.
- Communes in mountainous areas, border areas, islands, ethnic minority areas, difficult and extremely difficult areas, and communes with high fertility rates reaching one year without giving birth to the third child or more may propose district-level People's Committees to reward and support in cash or in kind.
- Communes that achieve five consecutive years without giving birth to a third child or more may be proposed to the People's Committee of the province to reward and support in cash or in kind.
Individual:
- Women of childbearing age who have had a full 02 (two) children and voluntarily use long-term contraception (sterilization, IUD insertion, contraceptive implantation) are encouraged and supported with money or in kind.
- Population collaborators and village health workers meet and exceed the targets on mobilizing women of childbearing age who have had enough 02 (two) children to voluntarily use long-term contraception as recommended. They will be financially or in-kind supported.
According to the Appendix issued together with Decision 588/QD-TTg dated April 28, 2020 on approving the Program to adjust fertility rates to suit regions and subjects by 2030, provinces in high fertility areas include 33 provinces and cities: Ha Tinh, Lai Chau, Quang Tri, Yen Bai, Dien Bien, Nghe An, Tuyen Quang, Ninh Binh, Son La, Bac Ninh, Nam Dinh, Ha Giang, Bac Giang, Thanh Hoa, Phu Tho, Kon Tum, Hoa Binh, Dak Nong, Cao Bang, Quang Binh, Lao Cai, Vinh Phuc, Gia Lai, Thai Nguyen, Hung Yen, Dak Lak, Bac Kan, Lang Son, Thai Binh, Thua Thien Hue, Quang Nam, Ha Nam, and Hai Duong.
(3) In the provinces in the replacement fertility region according to the Prime Minister's Decision:
Based on the population policy objectives and practice, in order to firmly maintain the replacement fertility rate, the locality selects and decides on a number of specific policies to encourage and support the collectives and individuals that are entitled to receive benefits. specified in items (1) and (2) above.
According to the Appendix issued together with Decision 588/QD-TTg dated April 28, 2020, the provinces in the replacement fertility zone include 9 provinces and cities: Ninh Thuan, Quang Ninh, Binh Dinh, Lam Dong, and Phu Yen , Tra Vinh, Hai Phong, Hanoi, and Binh Phuoc.
In addition, in this circular, a number of contents encourage the control of sex imbalance at birth. Specifically, based on population policy goals and practices, in order to control the sex ratio imbalance at birth, localities select a number of specific measures to encourage and support couples who have two (two) single children, committing not to have more children as an honor; praising the raising of healthy children; teaching good children; doing well in school, and being successful; tuition fee exemption and reduction; support to buy student health insurance; supporting milk and other suitable kinds.
