To annul 04 administrative procedures related to herbal ingredient business under the Ministry of Health of Vietnam (Internet image)

On January 21, 2016, the Ministry of Health issued Circular 03/2016/TT-BYT on the herbal ingredient business. Based on Article 2, Article 21 of Circular 03, the Health departments of the province and the centrally run city have the authority to grant, reissue, extend, and supplement the scope of business for the certificate of eligibility for herbal ingredient businesses for businesses other than pharmaceutical preservation businesses.

By April 14, 2016, the Ministry of Health issued Decision 1371/QD-BYT on the publication of administrative procedures issued in Circular 03/2016/TT-BYT. There are 08 local-level administrative procedures implemented under Article 2, Article 21 of Circular 03 as follows:

However, after 04 years of implementation, the Ministry of Health issued Decision 4500/QD-BYT on October 29, 2020, regarding the publication of annulled administrative procedures under the Ministry of Health. 04 annulled administrative procedures under Health departments of the province and the centrally run city include:

- Granting the certificate of eligibility for herbal ingredient business to wholesale establishments of herbal ingredient;

- Reissuing the certificate of eligibility for herbal ingredient business to wholesale establishments of herbal ingredient;

- Granting the certificate of eligibility for herbal ingredient business to retail establishments of herbal ingredient;

- Reissuing the certificate of eligibility for herbal ingredient business to retail establishments of herbal ingredient.

Therefore, starting on October 29, 2020, the provincial and centrally-run city health departments only have the authority to extend the certificate of eligibility for drug business to wholesale and retail establishments of herbal ingredients and supplement the scope of business in the certificate of eligibility for drug business to wholesale and retail establishments of herbal ingredients.

This is one of the administrative procedure simplification policies of the Ministry of Health. Previously, in 2018, the Ministry of Health issued Decision 2318/QD-BYT announcing the annulment of 28 procedures related to food safety and nutrition under the Ministry, or in 2019, the Ministry issued Decision 1725/QD-BYT announcing the abolition of 14 procedures related to pharmaceuticals within its functional management scope. On July 22, 2020, the Ministry also issued Decision 3248/QD-BYT, announcing the annulment of 27 administrative procedures related to pharmaceuticals (10 procedures at the central level, 17 procedures at the provincial level). And on October 29, 2020, the Ministry of Health continued to issue Decision 4500/QD-BYT to announce the annulment of 4 administrative procedures in the business of herbal ingredients. Thus, the work of cutting and simplifying administrative procedures has been and is being comprehensively implemented by the Ministry of Health in many fields.
