Expenditure levels for implementing regular social assistance policies in Vietnam 

The details of the expenditure levels are as follows:

** Expenses for propagating:

- Expenses for the production and editing of programs, seminars, and reports on the mass media and media events; expenses for purchasing, producing, duplicating, releasing and repairing other communication and information products: Heads of Vietnamese agencies or units assigned to perform communication tasks shall be responsible for selecting forms, propaganda content and communication programs ensure thrift and efficiency, within the scope of estimates assigned by competent authorities and in accordance with the provisions of the law of Vietnam on bidding, ordering and assignment of tasks..

- Expenses for editing media content in the community:

+ The amount of support is 150,000 VND/news, articles from 350 words to less than 600 words;

+ The amount of support is 200,000 VND/article  from 600 words or more

- Payment of royalties interest to authors, copyright holders, participants in the implementation of journalistic works, publishing, collecting documents, providing information for the creation of works: Fees under Decree 18/2014/ND-CP on royalties in the field of press and publication in Vietnam

- Expenses for organizing contests to learn about policies and laws under the provisions of Joint Circular 14/2014/TTLT-BTC-BTP and under contracts and legal spending documents within the budget.

**Expense for object appraisal

- Expenses for reviewing and appraising documents: 30,000 VND/document ;

- Expenses for actual inspection and appraisal of subjects at the place of residence: comply with the regime of working-trip allowances specified in Circular 40/2017/TT-BTC of Vietnam

**Expenses for training and fostering officials capacity

Comply with the provisions of Circular 36/2018/TT-BTC

**Expense for information technology application activities

- Expenses for information technology application activities: Comply with the provisions of Decree 73/2019/ND-CP and Circular 03/2020/TT-BTTTT of Vietnam

- Expenses for creating electronic information: The content and level of expenditure shall comply with the provisions of Articles 3 and 4 of Circular 194/2012/TT-BTC

**Expenses for taking care of people living in social assistance facilities

- Fees for common medicines: The amount of spending according to the actual invoices and documents generated, not more  than 100,000 VND/person/month ;

- Items for daily living, blankets, mosquito nets, mats, summer clothes, winter clothes, underwear, face towels, shoes, slippers, toothbrushes; Monthly personal hygiene fees for female subjects of childbearing age and essential items for daily living and other items will be spent in accordance with the provisions of Circular 02/2018/TT-LDTBXH

+ Blankets, curtains, pillows, mats: 01 set/year;

+ Winter clothes 01 set/year; summer clothes: 02 sets/year;

+ Towels, slippers, brushes: 01 set/quarter...

The head of the social assistance establishment shall decide on the specific quantity of necessary personal items, and the expenditure level according to the actual local prices to ensure conformity with the actual situation and the annual assigned estimate;

- School supplies and textbooks for students going to school: apply under regulations on academic support for junior high school students in Clause 6, Article 2 of Joint Circular 109/2009/TTLT/BTC - BGDDT. Specifically, students are granted certificates of in-kind learning products according to the following standards every year: 30 notebooks; 01 pair of students; 20 pcs ballpoint pens; 02 black pencils; 01 box of crayons, 01 set of compasses, rulers; Glue; School notebook covers...

Other expenses (if any): Spending levels under bills, lawful spending documents, and the head of the support establishment to decide within the scope of the assigned estimate.

** Expenses for inspection and supervision of policy implementation

Comply with the regime specified in Circular 40/2017/TT-BTC of Vietnam

**Expenses paid through a payment service organization

The payment is determined as a percentage of the total amount paid to social protection beneficiaries decided by the provincial People's Committee depending on local conditions and the actual number of sponsored objects of local social protection.

Note:  The support regimes for people living in social protection facilities will be applied from July 1, 2021.
