This is the notable content of the Urgent Official Dispatch No. 2595/BGTVT-VT regarding the implementation of the conclusions of the Prime Minister of the Government of Vietnam as stated in Notice No. 118/TB-VPCP dated March 21, 2020 of the Office of the Government of Vietnam sent to the Civil Aviation Authority of Vietnam.

To enhance control over the risk of Covid-19 transmission via air transport; the Ministry of Transport requires the Civil Aviation Authority of Vietnam to notify all airlines regarding the following:
- Temporarily suspend entry for all foreigners into Vietnam, effective from 00:00 hours, March 22, 2020. This does not apply to cases entering for diplomatic, official business purposes, and special cases (foreigners attending and serving important foreign activities; experts, business managers, high-tech workers, etc.) but must strictly adhere to mandatory health check procedures, health declarations, and be appropriately quarantined at lodging facilities.
- Temporarily suspend entry for all cases holding visa exemption certificates issued to persons of Vietnamese origin and their relatives, effective from 00:00 hours, March 22, 2020.
- In the case of transporting passengers who are Vietnamese citizens back to the country, approval from the Vietnamese diplomatic representative agencies in the host country is required. This measure is effective from 00:00 hours, March 23, 2020.
In addition, the Ministry of Transport also requires the Civil Aviation Authority of Vietnam to cooperate with all Vietnamese diplomatic representative agencies in foreign countries to compile the number of Vietnamese citizens wishing to return home; develop a plan to allocate the number of passengers to airlines, and report to the National Steering Committee on Covid-19 Prevention and Control for approval.
