On January 11, 2021, the Ministry of Home Affairs issued Circular 1/2021/TT-BNV providing professional guidance on organizing the election of XV National Assembly deputies and People's Council deputies at all levels for the 2021-2026 term in Vietnam.
Tasks to be done before the election of the 15th National Assembly deputies in Vietnam (Internet image)
Specifically, according to Article 1 of Resolution 133/2020/QH14: "The election day for the 15th National Assembly deputies and deputies of the People's Councils at all levels for the term 2021-2026 is Sunday, May 23, 2021."
In order to ensure a successful election on May 23, 2021, the Ministry of Internal Affairs has issued Circular 1/2021/TT-BNV to guide the organization of the election for the 15th National Assembly deputies and deputies of the People's Councils for the term 2021-2026. Specifically, the Election Team must perform the following tasks before the election day:
** The Head of the Election Team presides over a meeting and assigns specific tasks to each member, including:
- The Head of the Team is responsible for directing activities in the voting room and the voting process, as well as vote counting.
- The Secretary is responsible for managing documents, ballots, seals, and preparing the minutes of the election vote counting.
- Assigning members responsible for decorating the voting room, directing activities outside the voting room, and ensuring the necessary material and technical conditions for the Election Team on the election day.
- Assigning members responsible for checking the Voter Card, comparing the voter list, marking the number of voters who have cast their votes on the voter list, and issuing sealed ballots to voters.
- Assigning members responsible for guiding voters on how to vote and fill out the ballots.
- Assigning members responsible for being present at the table near the ballot box and stamping "Voted" on the front of the Voter Card when the voter has cast their vote into the ballot box.
- Assigning members responsible for guiding voters to and from the voting room, distributing ballots, and collecting ballots.
- Assigning members responsible for ensuring security and social order at the polling place.
- Assigning members to urge and inform voters to participate in the election.
- Other tasks related to the election.
** The Election Team conducts a review and inspection of all material and technical resources for the election day, including:
- Voting room.
- Lists of voters, lists of candidates for the National Assembly deputies, and candidates for the People's Council deputies.
- Ballots, ensuring correct allocation according to the voting unit and voting area.
- Seals.
- Ballot boxes.
- Minutes, forms of the Election Team.
- List of voters in the voting area, including identifying the number of voters who are unable to vote directly due to illness, old age, or disabilities; individuals who are temporarily detained, undergoing compulsory education or rehabilitation measures in detention centers or compulsory education centers without separate voting areas; individuals under house arrest; individuals under social isolation at COVID-19 treatment facilities or other quarantine locations; and individuals under home quarantine (if applicable); areas affected by natural disasters or floods; to plan the delivery of ballot boxes and ballots for these voters to receive and participate in the election.
- Other material and technical resources for the election.
** Ballot management: The Head of the Election Team assigns members to closely manage the number of ballots. In the event of lost ballots, the Election Team must report immediately to the Election Committee for timely handling.
Circular 1/2021/TT-BNV takes effect on January 11, 2021.
