Strengthen Disaster Prevention, Control, and Search and Rescue

Given the increasingly widespread natural disasters, the Ministry of Industry and Trade issues Directive 05/CT-BCT, requesting the relevant units to focus on implementing several contents in the work of disaster prevention and control (PCTT) and search and rescue (TKCN) for the year 2016.

According to Directive 05, the Department of Industry and Trade, Corporations, Companies, and units under the Ministry are required to implement specific requirements as follows:

Department of Industry and Trade:

- Direct, inspect, urge units in the Industry and Trade sector in the locality to strictly implement Directive 05 and legal regulations on disaster prevention and rescue (PCTT and TKCN);- Develop a plan for reserves, and supply essential goods and materials to ensure adequate and prompt supply for all usage needs, especially areas isolated by natural disasters;- Strengthen market management, preventing price hikes in goods during natural disasters.

Hydropower dam owners:

- Inspect and assess the condition of the dam; discharge facilities, water intake structures, etc., and promptly rectify any defects (if any) before the flood season;- Review and supplement the flood and storm prevention plan to ensure the safety of the dam in 2015, the dam protection plan, the flood prevention plan for the downstream area of ​​the dam, and organize drills according to the approved plan;- Closely monitor meteorological and hydrological developments and cooperate with relevant agencies to operate the reservoir according to the correct procedures, ensuring the safety of the works and the downstream area during the flood season while effectively participating in drought prevention.

Vietnam Electricity Group:

- Direct subordinate hydropower dam owners to strictly implement hydropower-related tasks;- Direct power distribution, transmission units, and power plants to review and inspect the works, invest in repairs, and reinforce them to ensure their safety during disasters; prepare resources to promptly and safely restore and supply power after a disaster.

Vietnam National Coal and Mineral Industries Group:

- Inspect and review dumping grounds, coal, and mineral mining areas, waste dump embankment systems, water drainage pumping systems, drainage ditches, production sites, and proactively handle and have plans to ensure the safety of the works and nearby residential areas, especially in situations of heavy rain and flooding;- Organize flood and inundation response drills for mining areas, waste dump landslides impacting residential areas before the rainy and flood season; train mine rescue forces at mines under the Group;- Complete the National Level Mine Collapse Incident Response Plan before August 30, 2016.

Vietnam Oil and Gas Group:

Review and update complete emergency response plans for oil spills. Complete the National Level Incident Response Plan for fires and explosions on oil rigs and pipelines before August 30, 2016.

Vietnam National Petroleum Group:

Direct units to develop reserve plans and be ready to serve areas affected by natural disasters; review and update plans to ensure safety, prevent flooding of oil facilities, and prevent oil tank floatation during flooding.

Vietnam Chemical Group, Vietnam Steel Corporation:

Direct units to review and update responses to chemical leakage incidents; waste dump landslides, and flooding of mines.

Along with the specific requirements mentioned above, when implementing disaster prevention and rescue (PCTT and TKCN) tasks, units must ensure compliance with legal regulations; actively disseminate knowledge to raise awareness about the risks of natural disasters and incidents at the unit; enhance coordination among units and with localities to promptly respond to disaster situations and incidents and implement reporting policies as appropriate; ensure smooth communication.
