On July 10, 2017, the President signed Decision 1330/QD-CTN regarding the gifting to those who have rendered meritorious services to the revolution on the occasion of the 70th anniversary of War Invalids and Martyrs' Day (July 27, 1947 – July 27, 2017) with the following gift levels:
VND 400,000 gift to:
- Heroic Vietnamese Mothers receiving monthly preferential allowances and individuals awarded the title of Heroic Vietnamese Mother before July 28, 2017, but have not yet completed procedures to receive monthly preferential allowances;
- Relatives of martyrs receiving monthly death benefit allowances; Relatives of two or more martyrs receiving monthly death allowances;
- War invalids, diseased soldiers, and individuals benefiting from policies like war invalids, whose work capacity is reduced by 81% or more due to war injuries or diseases (including type B war invalids recognized before December 31, 1993) receiving monthly preferential allowances;
- Individuals involved in resistance activities affected by chemical toxins, reducing work capacity by 81% or more, receiving monthly preferential allowances.
VND 200,000 gift to:
War invalids, diseased soldiers, and individuals benefiting from policies like war invalids, whose work capacity is reduced by 80% or less due to war injuries or diseases (including type B war invalids recognized before December 31, 1993) receiving monthly preferential allowances; War invalids receiving labor incapacity policies;
Relatives of martyrs (biological parents, spouse, children, guardians who raised martyrs as children).
- One representative among all living primary relatives of a martyr receives one gift;
- In cases where relatives of martyrs are also eligible for gifts under categories (1), (2), (3), (4), (5), (8), the remaining live representative of the martyr also receives one gift as per regulations;
- In cases where there is only one living relative eligible for gifts under categories (1), (3), (4), (5), (8), they receive an additional gift meant for relatives of martyrs;
- In cases where one or more living relatives are all eligible for gifts under categories (1), (3), (4), (5), (8), they appoint one person to receive one gift meant for relatives of martyrs.
Individuals memorializing martyrs (siblings, persons delegated by the clan for the task).
- Individuals memorializing martyrs (applicable only when martyrs have no living relatives) are the sole persons delegated by the clan for the task;
- The President's gift to those memorializing martyrs must be given to the correct recipients, without duplicates or omissions (each martyr, the person memorializing the martyr will receive one gift).
Individuals involved in resistance activities affected by chemical toxins reducing work capacity by 80% or less, receiving monthly preferential allowances.
The recipients (1), (2), (3), (4), (5), (6), (8) (EXCEPT the 02 highlighted above) each receive only one gift from the President.
- If a person is eligible under 02 criteria to receive both gift levels, they will receive only the gift at the highest level;- If a person is eligible under 02 criteria to receive the same gift level, they will receive only one gift at that level.
The President’s gifts to policy beneficiaries are in cash. The gift-giving to those deserving must be thoughtfully combined with visits and encouragement by local authorities, organizations, and associations to each recipient.
