Individuals and organizations recognized for commendation under Decree 91/2017/ND-CP, which provides detailed guidance on the Law on Emulation and Commendation, will be subjected to the new commendation levels starting from July 1, 2018, to align with the new statutory pay rate of VND 1.39 million per month.

1. Title “National Emulation Soldier”
- Criteria: Individuals with the most outstanding and exemplary achievements selected from those who have consecutively achieved the title of Emulation Soldier at the ministry, department, provincial, central mass organization level twice; having an initiative or scientific research project as a basis for awarding the title;- Reward amount: Certificate, Badge, and a reward of 4.5 times the statutory pay rate, equivalent to 6.255 million VND.
2. Title “Emulation Soldier at Ministry, Department, Provincial, Central Mass Organization Level”
- Criteria: Individuals with outstanding and exemplary achievements selected from those who have consecutively achieved the title of “Grassroots Emulation Soldier” three times; having an initiative or scientific research project as a basis for awarding the title;- Reward amount: Certificate, Badge, and a reward of 3.0 times the statutory pay rate, equivalent to 5.56 million VND.
3. Title “Grassroots Emulation Soldier”
- Criteria: Meeting the standards of the titles “Advanced Laborer” or “Advanced Soldier”; having an initiative or scientific research project or being resourceful, creative in combat, combat service, or excellently completing assigned tasks recognized by the unit.- Reward amount: Certificate and a reward of 1.0 times the statutory pay rate, equivalent to 1.39 million VND.
4. Titles “Advanced Laborer”, “Advanced Soldier”
- Criteria: Individuals who complete assigned tasks well, achieving high productivity and quality; strictly adhere to the guidelines and policies of the Communist Party, laws of the State, have a spirit of self-reliance; solidarity, mutual support, actively participate in emulation movements; actively study politics, culture, professional expertise; possess good ethics and a healthy lifestyle;- Reward amount: Reward of 0.3 times the statutory pay rate, equivalent to 0.417 million VND.
The statutory pay rate used as a basis to calculate the reward amounts in the 2018 emulation and commendation assessment period is 1,390,000 VND/month (the statutory pay rate applicable from July 01, 2018).
