The government of Vietnam has just promulgated Resolution 136/NQ-CP dated 01/11/2021 on the arrangement method for members of the pilot project to recruit young intellectuals to volunteer in communes to participate in rural and mountainous development in the period 2013-2020 after completing their tasks.

According to this Resolution, by December 2020 (at the end of the Scheme), there are 67 members who have been arranged and recruited as officials at commune and district levels and as public employees; 385 members who are assessed to have completed their tasks well or more have aspirations but have not yet been assigned to work; There are 48 members who have no need to arrange work after completing the task.
Meanwhile, the localities where the team members work have a need to continue using this team, but have difficulties in terms of staffing and job positions, so they have not been able to promptly arrange for team members after completing their tasks.
Therefore, in order to ensure the guidelines and policies to attract young intellectuals to work in difficult areas, and to ensure the interests of Team members who have worked and devoted time, The Vietnamese Government requests the Ministry of Home Affairs and relevant ministries, 34 provinces under the scope of the Scheme to solve problems in the arrangement and use of Team members of the Project 500 young intellectuals after completing the following tasks:
(1) The People's Committees of the provinces within the scope of implementation of the Project are responsible for formulating plans and recruit and arrange members of the Project 500 young intellectuals after completing their tasks to work as commune-level officials or as officials and public employees in agencies, organizations and units under their management competence, completed before December 31, 2025.
The recruitment and placement of team members after completing their tasks to work as commune-level officials or as public employees must satisfy the criteria and conditions and comply with current regulations.
The time the Team members work at the commune is counted as the time as a commune-level civil servant when considering and accepting the position of civil servant or public employee in accordance with the provisions of Decree 138/2020/ND-CP; Decree 115/2020/ND-CP of Vietnam.
(2) While waiting for the locality to recruit and arrange jobs, Team members can continue to sign labor contracts to work in the commune where they are working and enjoy the regimes and policies as prescribed. in Clause 5, Article 1 of Decision 1758/QD-TTg and Clause 2, Article 3 of Circular 68/2014/TT-BTC of Vietnam.
(3) Funding to pay for regimes and policies for Team members while waiting for recruitment and assignment, and funding for inspection and monitoring of the arrangement and use of Team members to continue performing in accordance with the provisions of Circular 68/2014/TT-BTC of Vietnam
In addition, the Government requires the People's Committees of the provinces within the scope of the Project 500 young intellectuals to have the responsibilities:
- Direct and guide the signing of labor contracts and implementation of regimes and policies for team members who continue to perform their duties in the commune where they are working until the locality recruits and arranges as staff members. ministries, commune-level civil servants or as civil servants and public employees.
- Allocate funds from the local salary reform source to pay for regimes and policies for Project Team members to continue working in the commune as guided in Circular 68/2014/TT-BTC of Vietnam
- Settlement of regimes and policies according to regulations for Team members who do not need to arrange and continue working at the commune according to Decision 1758/QD-TTg of Vietnam
