Specifically, Official Dispatch 4930/UBND-SYT states that, following the direction of the Prime Minister of Vietnam at the Government Standing Committee meeting on COVID-19 prevention and control on July 27, 2020; based on the COVID-19 situation in the city, the Chairman of the People's Committee of Da Nang City requests:

Firstly, implement social distancing according to Directive 16/CT-TTg for 15 days, starting from 0:00 on July 28, 2020, in the districts of Hai Chau, Thanh Khe, Son Tra, Ngu Hanh Son, Cam Le, and Lien Chieu, specifically as follows:

- Families must isolate from other families, neighborhood groups must isolate from other neighborhood groups, wards must isolate from other wards, districts must isolate from other districts; production workshops and factories must ensure safe distance, wear masks, and carry out disinfection and sterilization as required.

- All residents are required to stay at home, only go out when necessary, such as buying groceries, food, medicine, emergency situations, working at factories, production facilities, essential service businesses, essential goods not subject to closure, and other urgent cases; strictly maintain a minimum distance of 2 meters when communicating; and no gatherings of more than 2 people outside of offices, schools, hospitals, and public places.

- Residents in the mentioned areas are required to voluntarily comply with the requirements and disease prevention measures, actively participate in voluntary health declarations, fully implement self-protection measures for themselves and their families, and take responsibility for the disease prevention and control activities of functional agencies and the community; Heads of businesses, production facilities, and goods and service businesses are responsible for applying disease prevention and control measures at their establishments, ensuring health and safety for workers.

- Only the following types of establishments are allowed to operate:

+ Hospitals; pharmacies and medical supply stores; gas stations; banks; post and telecommunications offices; notary offices; electricity and water supply; activities of factories and production facilities.

+ For markets, supermarkets, shopping centers, grocery stores, and convenience stores, only essential food items can be sold.

+ For ready-to-eat food providers: Industrial food providers and collective kitchens are allowed to operate but must ensure conditions for disease prevention and control and food safety; food stores can only sell online or for takeout, ensuring disease prevention requirements.

- Transportation activities are suspended:

+ Suspend fixed passenger transport routes to and from the bus stations in Da Nang City;

+ Suspend the business activities of taxis, contract automobiles, tourism automobiles, electric automobiles, and inland waterway transport in Da Nang City.

+ Suspend all urban bus activities in the city and inter-provincial bus routes.

+ Suspend domestic waterway passenger transport activities in Da Nang City.

Except for special cases due to official reasons and the provision of essential food, necessities, transportation of workers, experts of businesses, and transportation of production materials.

- Special cases that are considered and decided by competent authorities.

Secondly, implement lockdown for 03 hospitals: Hospital C (Ministry of Health), Da Nang Hospital, Orthopedic and Rehabilitation Hospital, and lockdown areas of the following roads:

- Quang Trung Street (from the intersection of Nguyen Thi Minh Khai - Quang Trung to the intersection of Dong Da - Quang Trung);

- Hai Phong Street (from the intersection of Hai Phong - Nguyen Thi Minh Khai to the intersection of Hai Phong - Ong Ich Khiem);

- Section of Ong Ich Khiem Street (from the intersection of Ong Ich Khiem - Hai Phong to the intersection of Ong Ich Khiem - Dong Da) and

- Nguyen Thi Minh Khai Street (from the intersection of Quang Trung - Nguyen Thi Minh Khai to the intersection of Nguyen Thi Minh Khai - Hai Phong).

The implementation will start at 0:00 on July 28, 2020, until further notice.

Thirdly, in Hoa Vang district:

Implement social distancing and COVID-19 prevention and control measures according to Directive 19/CT-TTg on continuing to implement COVID-19 prevention and control measures in the new situation and Official Dispatch 4869/UBND-SYT on urgent implementation of COVID-19 prevention and control measures issued by the Chairman of the People's Committee of the city on July 25, 2020.
