To ensure safe, high-quality, and effective medical activities, particularly to bring satisfaction to patients, the public, and healthcare staff, the Ministry of Health of Vietnam proposes to develop a set of criteria for the application of Information Technology (IT) to be used in medical examination and treatment facilities.
The criteria set has been developed based on 07 groups of criteria along with 153 specific criteria (including mandatory and recommended), accompanied by 5 levels of compliance for healthcare facilities in Vietnam: below minimum, minimum, average, good, and excellent towards a paperless hospital.

Additionally, the development of this criteria set also brings efficiency in:
- Orienting the implementation of information technology applications, planning, and zoning;
- Investing in information technology applications;
- Assessing the status of information technology applications at healthcare facilities.
