Service prices for testing exhaust emission standards of motorcycles in Vietnam according to Europe's technical regulations

In the Draft Circular stipulating emission test prices for road motor vehicles (referred to as the Draft Circular), the Ministry of Finance has proposed the service prices for testing exhaust emission standards of motorcycles in Vietnam as follows:

The tests mentioned above are the process of emission testing or direct fuel consumption measurement conducted in the laboratory according to national technical regulations or national standards on emissions to assess the environmental emissions level of a motor vehicle for one or more pollutants depending on the specific emission test purpose. Including:

- Type 1 test: Test to check the average mass of exhaust gases at the tailpipe after starting the engine in a cold state;

- Type 2 test: Test to check the concentration or average mass of CO and/or HC gases at idle speed of the engine.

- Emission standards and the Euro 2 application schedule are implemented following the provisions of Articles 4, 5, 6, and 7 of Decision 249/2005/QD-TTg.

- Emission standards and the application schedule for Euro 3, Euro 4, Euro 5 are implemented following the provisions of Articles 3, 4 of Decision 49/2011/QD-TTg.

Organizations and individuals requesting the tests mentioned above are responsible for paying the entire test costs at once according to the stated pricing table when submitting the emission test or fuel consumption test request. During the testing process, if the test must be stopped due to reasons from the organization or individual registering for the test, that organization or individual must pay 50% of the corresponding test price. If there are additional necessary costs during engine characteristic testing and other incidental costs during the test process that the organization or individual requests, they shall pay according to an agreement with the testing unit.

Additionally, the Draft Circular also prescribes the emission test prices for automobiles and the test prices for fuel consumption for passenger cars with up to 7 seats, newly manufactured, assembled, and imported.

It is expected that the Circular, if approved, will be effective from January 1, 2017, and will annul Circular 199/2015/TT-BTC.

Currently, the Draft Circular is under public consultation on the Ministry of Finance's electronic portal.
