Regulations on the use of diplomatic passports of public servants of the State Audit Office of Vietnam (Internet image)
The State Audit Office of Vietnam promulgates Decision 1416/QD-KTNN in 2022, stipulating the use and management of diplomatic and official passports for cadres, civil servants, and public employees of the State Audit.
1. Principles of using and managing diplomatic and official passports with the State Audit Office of Vietnam's public servants
A passport is a document under the ownership of the State, issued by a competent Vietnamese authority to Vietnamese citizens to use for entry and exit, and to prove nationality and identity. The use and management of passports of public servants under the State Audit must comply with this Regulation and other relevant legal provisions. The use of passports must not cause damage to the reputation and interests of the State Audit and the State of Vietnam.
- Officials of the State Audit Office of Vietnam who use and manage passports in contravention of regulations and purposes, depending on the nature and seriousness of their violations, will be disciplined, administratively sanctioned, or examined for penal liability.
2. Responsibilities of persons granted diplomatic or official passports in Vietnam
- Persons granted diplomatic or official passports shall use diplomatic or official passports in case of going abroad, according to the decision of the State Auditor General to send them on a business trip, except for the case of studying abroad for more than 6 months.
- The use of diplomatic passports or official passports to go on a business trip abroad is consistent with the decision to go on a business trip and the nature of the work performed abroad.
- Within 05 working days from the date of entry to Vietnam after the end of the overseas business trip, the passport must be submitted to the passport management unit for management, unless there are legitimate reasons decided by the State Auditor General.
- When changing working agencies, they must report to the agency or passport manager where they move to carry out the management of diplomatic and official passports according to regulations.
- Passports are not allowed to go abroad for personal purposes.
3. Responsibilities of units competent to manage diplomatic and official passports in Vietnam
The Department of International Cooperation, which is authorized by the State Auditor General to manage diplomatic and official passports, has the following responsibilities:
+ Manage diplomatic passports, official passports of cadres, civil servants, and public employees of the State Audit under their management;
+ Manage the diplomatic passports of the spouses of the State Auditor General and the Deputy State Auditor General under their respective management to accompany them on their business trips.
- The order and procedures for the management of diplomatic and official passports are prescribed as follows:
+ Make a book to monitor the delivery and receipt of passports and ensure absolute safety for passports when kept at the passport management unit;
+ Hand over the passport to the grantee when there is a decision to send him on a business trip abroad. The handing over of the passport must be signed and received;
+ Transfer the passport to the new passport management agency or person when the passport holder is transferred;
+ Report in writing to the competent agency or person that the passport holder deliberately fails to hand over the passport to the agency or person managing the passport, or uses the passport in contravention of regulations;
+ Immediately notify in writing the passport-issuing agency of the Ministry of Foreign Affairs and the Immigration Department of the Ministry of Public Security of the lost or damaged passports under their management;
+ Transfer to the passport-issuing agency of the Ministry of Foreign Affairs to cancel the use value of the passport of a person who is no longer eligible to use a diplomatic or official passport, including those who have retired, quit their jobs, gone off the payroll, died, or gone missing;
+ Report to competent authorities to handle violations of improper use and management of passports.
