Regulations on meetings of National Assembly session in Vietnam (Internet image)
The meeting at the National Assembly session is prescribed in Resolution 71/2022/QH15, specifically as follows:
1. Forms of working at the National Assembly session in Vietnam
- Sessions at the National Assembly session include:
+ Plenary session of the National Assembly;
+ The meeting is held by the Standing Committee of the National Assembly to discuss and consider the contents of the agenda of the National Assembly session;
+ The meeting shall be held by the Ethnic Council and Committee of the National Assembly to discuss and consider the contents of the National Assembly session agenda in the fields under its charge;
+ Meeting of the National Assembly Delegation to discuss the contents of the agenda of the session of the National Assembly;
+ The meeting of the National Assembly deputies' group discusses the contents of the agenda of the National Assembly session.
- In case of necessity, the President of the National Assembly invites the Head of the National Assembly Delegation, the Chairman of the Ethnic Council, the Chairman of the Committee of the National Assembly and other relevant National Assembly deputies to discuss issues to be submitted to the National Assembly for consideration and decision.
- Sessions at the National Assembly session shall be conducted in public, unless it is decided to hold a closed meeting.
2. Forms of conducting meetings of National Assembly session in Vietnam
- The National Assembly conducts its session in the form of a face-to-face meeting.
Based on the actual situation, the National Assembly Standing Committee shall decide to organize the National Assembly session in the form of an online meeting or a combination of face-to-face and online meetings.
- Closed meetings, voting sessions by secret ballot must be conducted in the form of face-to-face meetings.
- The National Assembly Standing Committee provides guidance on online meetings, combining face-to-face and online meetings.
3. Responsibilities of the chairperson, the person assigned to run the meeting at the National Assembly session in Vietnam
- The chairperson or the person assigned to run the meeting at the National Assembly session is responsible for running the session strictly according to the principles, order, and procedures prescribed in the Regulations of the National Assembly session and other relevant laws and ensuring the proper implementation of the meeting agenda approved by the National Assembly.
- At a plenary session of the National Assembly, the President of the National Assembly or the Vice-Chairman of the National Assembly assigned to run the session is responsible for conducting the meeting according to the order specified in Articles 18 and 19 of the National Assembly's Regulations.
The Secretary General of the National Assembly shall assign the secretary to advise and serve the National Assembly President and Vice President in running the plenary session of the National Assembly.
- At a meeting held by the Standing Committee of the National Assembly, the President of the National Assembly or the Vice President of the National Assembly assigned to run the meeting shall be responsible for conducting the meeting according to the order specified in Clause 3, Article 21 of the National Assembly's Regulations.
- At a meeting organized by the Ethnic Council or Committee of the National Assembly, the meeting of the National Assembly Delegation, and the National Assembly deputies' group, the chairperson of the meeting shall be responsible for administering the meeting according to the order specified in Clause 3, Article 22, Clause 3, Article 23 and Clause 4, Article 24 of the Regulations of the National Assembly session.
3. Responsibilities of National Assembly deputies when discussing and debating at the National Assembly session in Vietnam
- Complying with the provisions of the National Assembly's Regulations and other relevant laws; focusing speech on the content of the discussion.
- Deputies of the National Assembly focus on clarifying the issues to be debated, ensuring constructiveness and respect for the National Assembly deputies who spoke first.
- If a member of the National Assembly registers but has not yet spoken or has made a speech but has not given up his opinion due to the expiration of the speaking time, his/her comments shall be sent in writing to the Secretary General of the National Assembly for collection and synthesis.
Resolution 71/2022/QH15 takes effect as of March 15, 2023.
