Proposal to support money when giving birth in 21 provinces and cities with low fertility in Vietnam

This is one of the measures to encourage full birth of two children in provinces with low fertility rates mentioned at Draft on Population Law is being widely consulted by the Ministry of Health of Vietnam.

Specifically, to encourage the birth of two children in a province with a low fertility rate, the Ministry of Health of Vietnam proposes the following measures:

(1) The State provides financial support at least once equivalent to the regional minimum wage when a woman gives birth to her first child; at least twice the regional minimum wage when a woman gives birth to a second child.

(2) Couples who commit to having two full children are supported by the State for their children to study at public preschool and primary education institutions; Free tuition when attending a public junior high school.

(3) The State encourages agencies, organizations and enterprises to participate in providing marriage and family counselling and support services.

(4) Building an appropriate environment and community to create conditions for couples to have two children, take good care and raise children, and share responsibilities among family members; encourage the employer's social responsibility towards employees raising children.

(5) Couples with full two children who commit not to have more children are entitled to the social housing support policy in accordance with the housing law.

(6) Other measures.

*Previously, the Ministry of Health of Vietnam promulgated Decision 2019/QD-BYT in 2021 announcing the list of provinces and cities in fertility zones applicable for the period of 2020-2025, in which, there are 21 provinces and cities classified into low fertility zones, including:

Ho Chi Minh City, Dong Thap, Hau Giang, Ba Ria - Vung Tau, Binh Duong, Khanh Hoa, Long An, Bac Lieu, Tay Ninh, Soc Trang, Ca Mau, Dong Nai, Binh Thuan, Tien Giang, Can Tho, Vinh Long, An Giang, Ben Tre, Da Nang, Quang Ngai and Kien Giang.

*The current regional minimum wage is in accordance with Decree 90/2019/ND-CP of Vietnam, specifically as follows:

- The level of 4,420,000 VND/month, applicable to enterprises operating in the area of ​​Region I.

- The level of 3,920,000 VND/month, applicable to enterprises operating in the area of ​​Region II.

- The level of 3,430,000 VND/month, applicable to enterprises operating in the area of ​​Region III.

- The level of 3,070,000 VND/month, applicable to enterprises operating in the area of ​​Region IV.

Therefore, according to this draft, women who give birth to their first and second children in provinces and cities with low fertility rates will receive support money from the State.
