Participation in Party activities is a duty of every member as stipulated in the Charter of the Communist Party. However, in certain situations, such as when members are transferred to a new unit, retire, lose work capacity, resign, demobilize, or change their long-term residence, and thus cannot continue participating in Party activities, it is required to complete the procedures for transferring Party activities as per the regulations in Vietnam.
Procedures for transfer of party activities in Vietnam under Regulation 24-QD/TW(Illustration)
At present, Regulation 24-QD/TW dated July 30, 2021, Guidance 12-HD/BTCTW dated January 18, 2022, stipulate the procedures for transfer of party activities in Vietnam as follows:
1. Official transfer of party activities in Vietnam
- Party members who are authorized to transfer to a new unit, retire, receive disability pensions, resign, be demobilized, or change their permanent residence must:
Complete the official transfer of party activities in Vietnam procedure within 60 working days from the effective date of the decision or change of residence.
Documents to be submitted for official transfer of party activities in Vietnam include:
+ Party member file (when the party member transfers out of the district-level party committee and equivalent).
+ Party member card.
+ Party member profile.
+ Self-assessment report by the party member, with comments from the cell and base-level party committee introducing the official transfer.
- If a party member transfers officially out of the district, province (and equivalent), the district-level party committee (and equivalent) where the member is leaving is responsible for completing the transfer procedure.
Party members of the provincial subordinate party committee must be introduced for official transfer by the organizing committee of the provincial party committee (and equivalent).
- Within 30 working days from the introduction date, the party member must present the transfer introduction document to the committee at the new location for membership.
If this deadline is missed, the party member or the party organization must report specific reasons to the competent authority for consideration and resolution according to regulations.
- When officially transferring a party member, the issuing committee must complete all procedures, seal the profile, and hand it to the party member to present to the receiving organization, which will complete the introduction and acceptance procedure according to Central Organizing Committee guidelines.
Note: If a party member is under inspection, review, or resolving complaints or accusations, the official transfer cannot be completed.
2. Temporary transfer of party activities in Vietnam
- When a party member changes residence or place of work for 3 months to less than 1 year; when assigned to centralized study at domestic training institutions for 3 months to 2 years, and then returns to the original unit, they must:
Complete the procedure to introduce temporary Party activities from their official party organization to the new place of work, study, or residence. Special cases are determined by the Secretariat.
Documents to be submitted for temporary transfer of party activities in Vietnam include:
+ Temporary Party activity introduction document;
+ Party member card or admission decision (if a probationary member).
+ Self-assessment report by the party member, with comments from the cell and base-level party committee both when transferring out and participating in temporary activities upon return.
- Temporary Party members have responsibilities and rights:
+ At the official activity location, fulfill all duties and rights according to Articles 2 and 3 of the Communist Party Charter; at the temporary location, except for voting, candidacy, and election rights.
+ If the temporary activity period needs to be extended, the party member must report to the party committee at the temporary activity location for an extension while also reporting to the official organization.
Note: Temporary Party members are not counted in the party rolls of the temporary unit but in those of the official unit; party fees are paid at the cell of the temporary activity location.
Party executive members who temporarily transfer remain as executive members at their official activity location.
- If 3 or more official party members temporarily transfer to study as a class or course at a training institution or conduct special missions in an affiliated unit, the party committee receiving the members issues a decision to establish a temporary activity cell and appoints a cell committee, secretary, and deputy secretary.
The tasks of the temporary activity cell are to lead the party members in implementing higher committee resolutions, managing party members, collecting party fees, and performing specific tasks assigned by the higher committee.
