Procedures for requesting consideration for awarding the title of People's Doctor or Excellent Doctor shall comply with the guidance in Decision 2273/QD-BYT in 2023, specifically as follows:

Step 1: The individual requesting the donation consideration himself or authorizes another individual or organization to compile the donation consideration dossier specified in Clause 1, Article 18 of Decree 41/2015/ND-CP and send the application file in person or by post to the grassroots Council (via the Standing Committee of the Council).

Step 2:

(1) The Standing Committee of the grassroots level shall perform the following tasks:

- Submitting to competent authorities for decision the establishment of a grassroots-level Council to consider and award the titles of "People's Doctor:" and "Excellent Doctor" and the Secretariat to assist the Council;

- Evaluation of the validity of the documents contained in the dossier; receiving, summarizing, and reporting the recommendations of individuals and organizations (if any), and reporting them to competent persons for handling;

- Preparing a list of individuals requesting consideration and donation, together with an excerpt of each individual's achievements;

- Submitting to the head of the unit for decision the organization of a meeting of cadres, civil servants, and public employees to collect opinions from the public on the support and introduction of individuals who request consideration and donation. The collection of opinions is only valid when at least 2/3 of the cadres, civil servants, public employees, and employees with intermediate medical or pharmaceutical degrees in the unit participate in the meeting. The results of the consultation must be recorded in writing. Individuals requesting consideration for donation must reach 80% of the number of supporters out of the total number of people participating in the collection of opinions, then they will be considered for consideration at the grassroots council;

- Summarizing and sending documents specified at Point c of this Clause to members of the Council and organize meetings of the Council.

(2) The grassroots council shall perform the following tasks:

- The Council will hold a meeting and vote by secret to select individuals who are qualified to consider and award the title of "People's Doctor", "Excellent Doctor". Individuals who obtain 90% or more of the yes votes out of the total number of Council members under the establishment decision shall be included in the list and submitted to the superior Council for consideration;

- Notifying by publicly posting the list of selection results of the Council at the head office of the unit within 10 working days;

- In cases of complaints, the Council is responsible for considering and reporting them to the person competent to handle them according to the provisions of the law.

Step 3:

- The ministerial and provincial councils receive the dossiers from the grassroots councils.

- Standing Council at ministerial and provincial levels receives and appraises the composition and validity of documents included in the dossier submitted by the grassroots council; receives, considers, and reports to the person competent to handle complaints related to the consideration for awarding the title; sends documents specified at Points e, g, Clause 2, Article 18 of Decree 41/2015/ND-CP to members of the Council; and organizes meetings of the Council.

- Councils at ministerial and provincial levels shall perform the following tasks:

+ Meeting and voting by secret ballot to select individuals who are qualified to consider and award the title "People's Doctor", "Excellent Doctor". Individuals who obtain 90% or more of the yes votes out of the total number of Council members under the establishment decision shall be included in the list and submitted to the superior Council for consideration;

+ Publicly announcing the selection results on the media of the Ministry and province within 10 working days;

+ In cases of complaints, the Council is responsible for considering and reporting them to the person competent to handle them according to the provisions of the law.

- The ministerial-level Council sends the dossier for consideration and award of the title of "People's Doctor" to the Party Committee of the Ministry for comments; the Provincial Council shall send the dossier for consideration and award of the title of "People's Doctor" to the Standing Committee of the Provincial Party Committee and the City Party Committee for comments before submitting it to the State Council.

Step 4:

- The State Council receives the dossier from the Council at the ministerial or provincial level.

- Standing State Council receives and appraises the composition and validity of documents included in the dossier submitted by the Council at ministerial or provincial level; receives, considers, and reports to the person competent to handle complaints related to the consideration for awarding the title; sends documents specified at Point e, Point g, Clause 2, Article 18 of Decree 41/2015/ND-CP to members of the Council; and organizes meetings of the Council.

Step 5:

The State Council shall perform the following tasks:

- Meeting and voting by secret ballot to select individuals who are qualified to consider and award the title of "People's Doctor:", "Excellent Doctor". Individuals who obtain 90% or more of the votes in favor of the total number of Council members shall be included in the list sent to the Central Committee for Emulation - Commendation for appraisal and submission to the Prime Minister for consideration and submission to the State President for decision;

- Publicly announcing the selection results on the Government Portal, the Ministry of Health's portal, and the Health and Life Newspaper within 15 working days;

- In case there are complaints, the Council is responsible for considering and reporting them to the person competent to handle them according to the provisions of law;

- After the expiration of the notice period specified at Point b of this Clause, the State Council shall complete the dossier for consideration and submit it to the Minister of Health. The Ministry of Health shall send the Central Committee for Emulation and Commendation for appraisal and submission to the Prime Minister for consideration and submission to the State President for decision.

Components of the application for consideration for the title of People's Doctor, Excellent Doctor in Vietnam

Components of an individual's application for consideration and donation include:

- Statement of achievements requested for consideration and award of the title "People's Doctor" according to Form No. 08, "Excellent Doctor" according to Form No. 09 specified in the Appendix issued together with Decree 41/2015/ND-CP;

- Documents proving the achievements of dedication in professional activities, scientific research, and contributions to the cause of protection, care, and improvement of people's health, including: Certified copy in case the individual submits the application by post; or a photocopy enclosed with the original for comparison in case the individual submits the certificate directly at the Standing Council of the grassroots level; or decide to award medals, prizes, State honorary titles, and other relevant forms of emulation and commendation; a decision on recognition of the results of the Science and Technology Council, the Innovation Council of the competent authority, or the Patent and the Certificate of Invention.
