The Ministry of Information and Communications has issued Circular 21/2021/TT-BTTTT amending and supplementing a number of articles of Circular 24/2015/TT-BTTTT regulating the management and use of internet resources. Accordingly, the procedure for registration and allocation of IP addresses is guided as follows:

Objects proposed to grant and allocate IP addresses
In Clause 17, Article 1 of Circular 21/2021 , the subjects that are requested to grant and allocate IP addresses include:
- Agencies, organizations and enterprises wishing to establish a network to connect to the Internet are requested to grant and allocate IP addresses for internal use or re-issue to customers who have connection to the service provider network. agencies, organizations and enterprises.
- Agencies, organizations and enterprises that have the need to be granted, reallocate IPv4 addresses from the IPv4 address space after returning or withdrawing have been listed by the Vietnam Internet Center and meet the principles specified in Clause 1 of this Article. 2 Article 24 of Circular 24/2015 , specifically:
+ First come, review and process applications first;
+ Do not have an IPv4 address to use or have an address but can explain that at least 80% of the previously allocated and allocated IPv4 address areas have been used up for agencies, organizations and enterprises that have already used IPv4 addresses. assigned and allocated addresses;
+ Explain the necessity and ability to immediately use the proposed address area for allocation and allocation;
+ In case of being considered for granting and reallocating the IPv4 address space, the agency, organization or enterprise requesting the grant and allocation of addresses shall fulfill the obligation to pay fees and charges for using IP addresses in Vietnam according to regulations. regulations of the Ministry of Finance.
- Agencies, organizations and enterprises change the name of the registrant in the following cases:
+ Agencies or organizations change their names according to decisions of competent authorities;
+ Divide, split, merge, merge or change functions and tasks of agencies and organizations under decisions of competent state agencies, leading to changes in network management and operation organization , the service is using the IP address space;
+ Reorganize the enterprise in accordance with the Law on Enterprises, leading to a change in the organization directly managing and operating the network and services using the IP address area.
How to perform
Agencies, organizations and enterprises submit dossiers online through the Public Service Portal of the Ministry of Information and Communications or the National Public Service Portal at dichvucong.mic.gov.vn or dichvucong.gov .vn (according to the old regulations, it was submitted online at www.diachiip.vn).
In case it is not possible to submit the application online, the agency, organization or enterprise shall submit the application directly or via postal service to the Ministry of Information and Communications (Vietnam Internet Center), address: VNTA Building Duong Dinh Nghe Street, Cau Giay District, Hanoi.
Records include:
- An IP address registration declaration according to the form specified in Appendix 10 issued with Circular 24/2015 ;

- A certified copy or a copy (together with the original for comparison) of the establishment decision or other valid certificates issued before July 1, 2015 (in case there is no Enterprise ID) ;
- A certified copy or a copy (together with the original for comparison) of a competent state agency's decision or a document on enterprise reorganization in accordance with the Law on Enterprises and other papers proving the valid change of the right to use IP address (in case of change of subject name).
Compared with Circular 24/2015, the new regulation has removed the "Copy of Internet Service Provider License" in the application file for IP address.
Note: Agencies, organizations and enterprises only have to submit 1 set of documents as prescribed above in case they apply for both IP address and network number at the same time.
Within 10 working days from the date of receipt of complete and valid dossiers, fees and charges, the Ministry of Information and Communications (Vietnam Internet Center) is responsible for granting and allocating IP addresses to agencies. agencies, organizations and enterprises according to the prescribed form. In case of refusal, a written notice must be given, clearly stating the reason.
(Currently, Circular 24/2015 stipulates that within 20 working days from the date of receipt of complete and valid dossiers).
Circular 21/2021/TT-BTTTT takes effect from February 7, 2022.
