Procedures for issuance of a certificate of eligibility to provide e-authentication services in Vietnam (Internet image)
Procedures for granting a certificate of eligibility to conduct business in electronic authentication services are specified in Decree 59/2022/ND-CP and Decision 9039/QD-BCA-C06 as follows:
1. Conditions for eligibility to provide e-authentication services in Vietnam
Conditions for eligibility to provide e-authentication services in Vietnam specified in Article 27 of Decree 59/2022/ND-CP include:
- Organization and business conditions
In order to be eligible to provide e-authentication services, e-authentication service providers must be state-owned public or government service units; businesses under the control of People’s Public Security forces.
- Personnel conditions
+ As an e-authentication service provider, the head of a non-person entity or the legal representative of a business must be a Vietnamese national permanently residing in Vietnam.
+ As an e-authentication service provider, the non-person entity or business must employ personnel holding at least undergraduate degrees in information security or information technology or telecommunication electronics majors to be in charge of providing services; running and administering their system; maintaining security for the entire system.
- Conditions related to technical expertise, processes for management of services and security or emergency response plans
In order to apply for certificates of eligibility provide e-authentication services, non-person entities and businesses must have their service scheme including the following documents:
+ Action plan and process for provision of e-authentication services, including explanations about the information technology system; interpretation of the technical plan in the technological solution aspect; the plan for storage, assurance of data integrity, security and safety of the service providing system; the plan for protection of data of individuals and non-person entities; the security plan; the plan for fire safety, response to emergencies, maintenance of stable and smooth working condition of e-authentication services;
+ Introduction brochures about their machinery and devices in Vietnam satisfying regulatory fire safety requirements; resistant to flood, inundation, earthquake, electronic interference or unauthorized human access.
2. Application for a certificate of eligibility to provide e-authentication services in Vietnam
An application for a certificate of eligibility to provide e-authentication services in Vietnam includes the following:
- Form XT01, application for a certificate of eligibility to conduct business in electronic authentication services.

- The scheme and documents proving the organization's or enterprise's conditions, including personnel conditions, technical conditions, the service provision management process, and plans to ensure security and order in accordance with regulations
3. Procedures for the issuance of certificates of eligibility to provide e-authentication services in Vietnam
- Step 1: The organization or enterprise submits the application for the Certificate of Eligibility to provide direct electronic authentication service business; or via the postal system to the Police Department for administrative management of social order, the Ministry of Public Security; or submits the application through the National Public Service Portal, the Public Service Portal of the Ministry of Public Security.
- Step 2: Print the application receipt and return the results. If the dossier is incomplete or invalid, the Ministry of Public Security must notify the organization or enterprise in writing and request that it be supplemented.
- Step 3: Within three working days from the date of receipt of valid dossiers, the Ministry of Public Security shall collect the opinions of relevant ministries and ministerial-level agencies; within 10 days after receiving the document from the Ministry of Public Security, the ministry or ministerial-level agency shall give a written reply.
- Step 4: Within 30 days from the date of receipt of complete and valid dossiers, the Ministry of Public Security shall carry out the appraisal and physical inspection at the organization or enterprise.
- Step 5: The Ministry of Public Security shall issue a certificate of eligibility for an electronic authentication service business according to Form XT03; in the event of refusal to issue the certificate, a written notice clearly stating the reason must be given.

Time to receive dossiers: Office hours on working days are Monday through Friday and Saturday morning (except holidays and New Year's as prescribed by law).
Time limit for settlement: 30 days from the date of receipt of complete and valid dossiers.
4. Form of application for a certificate of eligibility to provide e-authentication services in Vietnam
- Submit dossiers directly or through the postal system to the Police Department for administrative management of social order, the Ministry of Public Security.
- Submit your application online through the National Public Service Portal, the Public Service Portal of the Ministry of Public Security.
