The procedures for annual recognition of poor households and near-poverty households in Vietnam

The process and procedures for annual recognition of poor households, near-poverty households, households escaping from poverty, and households escaping near poverty in Vietnam shall comply with the guidance in Decision 406/QD-LDTBXH in 2023, specifically as follows:

Step 1: The household has a written request for review of poor and near-poverty households, made according to Form No. 01 in the Appendix issued together with Decision 24/2021/QD-TTg dated July 16, 2021 to the People's Committee of the commune.

Step 2: The Commune Review Steering Committee shall assume the prime responsibility for, and coordinate with the hamlet, residential group, hamlet, hamlet, hamlet (for short) and the reviewer to make a list of households that need to review and make a list of households that need to be reviewed on the basis of the written request for review of poor and near-poverty households in Step 1 and households on the list of poor and near-poverty households managed by the Commune People's Committee at the time of review.

Step 3: The Commune Review Steering Committee shall assume the prime responsibility for, and coordinate with village heads and reviewers in, collecting household information, scoring, summarizing, and classifying households.

Step 4: Holding a meeting of the people to agree on the review results

Meeting composition: Commune Review Steering Committee, civil servants tasked with poverty reduction at commune level, village head (chairing the meeting), village cell secretary, mass organization, reviewer and a number of household representatives through the review, other households invited representatives of the Vietnam Fatherland Front at commune level to supervise.

- Contents of the meeting: Collecting opinions of at least 50% of the total number of people attending the meeting on the evaluation results and scoring for the reviewed households. If the consensus is less than 50%, review at Step 2 and hold a meeting at this Step 3.

- The meeting results are made into 02 minutes, signed by the chairperson, secretary of the meeting, and representatives of households (01 copy is kept in the village, 01 copy is sent to the Steering Committee for review at commune level).

Step 5: Listing, public announcement

- To publicly post up the results of the review of poor households and near-poverty households at cultural houses or village community houses and at the headquarters of the commune-level People's Committees; notify via commune-level radio station (if any) within 03 working days.

- During the time of listing and public announcement, in case of complaints from people, the Commune Review Steering Committee shall organize a review of the review results in accordance with the review process within 07 working days from the date of the village community activities house and the headquarters of the commune-level People's Committee within 03 working days.

- Expiration of time for public listing and review (if any), the Commune Review Steering Committee summarizes and reports to the Chairman of the Commune People's Committee on the list of poor households, near-poverty households, and the list of households escaping poverty and near-poverty (after review).

Step 6: Reporting and seeking opinions of the Chairman of the district-level People's Committee

- The commune-level People's Committee presidents shall report in writing to the district-level People's Committee presidents on the results of the review of poor and near-poverty households in the locality.

- Within 05 working days from the date of receiving the report of the President of the People's Committee of the commune, the President of the People's Committee of the district shall reply in writing.

Step 7: Recognition of poor and near-poverty households; households escaping poverty, households escaping near poverty

The President of the People's Committee of the commune receives the opinions of the President of the People's Committee of the district:

- Decision to recognize the list of poor and near-poverty households and grant certificates to poor and near-poverty households according to Form No. 03 in the Appendix issued together with Decision 24/2021/QD-TTg.

- Decision on recognition of the list of households escaping from poverty and households escaping from near poverty, made according to Form No. 02 in the Appendix issued together with Decision 24/2021/QD-TTg.
