The Ministry of Labor, War Invalids and Social Affairs has issued Circular 27/2021/TT-BLDTBXH detailing the contents, programs and organization of training and testing for occupational safety and health assessment. action, the exemption or reduction of training contents learned for occupational safety and health assessors; instructions on how to calculate the frequency of occupational accidents and some enforcement measures.
Accordingly, in Article 5 of Circular 27/2021/TT-BLDTBXH stipulating the principles, form, content and structure of test scores for occupational safety and health assessment as follows:
Students are allowed to participate in the test if they ensure to attend at least 80% of the duration of the assessment training course according to the framework program specified in Circular 27/2021 .
The form and content of the test for the occupational safety and health assessment refresher course include:
- Theory test : Students take the paper-based test in the form of multiple-choice within 60 minutes.
- Case handling test : Students draw lots and present 01 hypothetical situation in the evaluation process in front of the testing board in no more than 20 minutes/student.
- The maximum total score is 100 points, of which the maximum theoretical test score is 60 points, the maximum case-handling test score is 40 points. The total number of satisfactory points is 70 points, in which the theory score must be at least 30 points, the case handling point is at least 20 points.
Students participating in the refresher course on occupational safety and health assessment are given a theory test and a second case-handling test if the first test results are unsatisfactory. In case the second test result is still unsatisfactory, the student must re-join the first professional refresher course.
In addition, Circular 27/2021 clearly stipulates the exemption and reduction of training contents, specifically:
- Persons who have a university degree or higher and have at least 7 years of experience in inspection, examination and formulation of policies and laws on occupational safety and health at agencies with functions and duties Services directly related to occupational safety and health as prescribed by law are exempt from all training contents.
- Those who have a university degree or higher and have at least 7 years of experience in inspection, examination, policy and law formulation in other majors are entitled to a reduction in the following training contents:
+ Necessary skills to organize and conduct assessment activities for compliance with the law on occupational safety and health.
+ Process of organizing and implementing assessment activities on occupational safety and health.
Circular 27/2021/TT-BLDTBXH takes effect from March 1, 2022.
