Circular No 16/2021/TT-BXD regulations on principles of installation and operation of lifting equipment in construction.

Principles of installation of lift equipment

Subsection 2.4 of the National technical regulation on construction safety issued together with the Circular No. 16/2021/TT-BXD on installation of lift equipment as follows:

- Fixed lifting equipment must meet following requirements:

+ Not being moved due to the impact of lifting objects, vibration or other effects;

+ The operator is not in dangerous condition (or position) due to lifting objects, cable or cable-drums;

+ The operator may observe the entire operation area of the lift equipment and its vicinity or may be connected with places of reception or loading or unloading by telephone, signal or other means of communication.

- The minimum ventilation distance between the lifting device or the lifting material is provided as follows:

+ For fixed objects in surrounding space (such as walls, column): 70 cm;

+ For transmission lines: As regulated in QCVN 01:2020/BCT.

- To examine, calculate KNCL and stabilize of the lift equipment with wind load at the equipment installation area.

- Do not change the structure or repair any part of the lifting equipment without approval and supervision by the competent person; The changes must be tested or inspected for safety as prescribed (for machine, equipment and materials with strict requirements on occupational safety and health).

NOTE: The competent person is the person who designs lifting equipment or the person who is assigned by the manufacturer (or supplier) or the person who manages machinery and construction equipment (or manages safety) of the contractor and the construction supervisor of the investor (or EPC general contractor) who are trained in construction machines.

Regulation on operation of lift equipment

Subsection 2.4 "National technical regulation on construction safety" promulgated together with the Circular No. 16/2021/TT-BXD provides for operation of the lift equipment as follows:

- The operator of the lift equipment is only allowed to operate the equipment which has been trained and must comply with the work procedure regulated by the employer.

- The lifting equipment and accessories must not be used for lifting and lowering the load exceeding their safe working load.

- The lift equipment must not be operated without signaling equipment or the coordinator.

- It is not allowed to use lifting equipment for transporting people unless they are designed, manufactured, installed and used for the purpose of transporting people or in urgent cases (such as people with very serious injuries that may occur if the death is not immediately delivered) and these lifting equipment can be used safely for the transport of people.

NOTE: The lift floor for lifting people must comply with QCVN 20:2015/BLDTBXH.

- The lifting objects must be hooked up and firmly firmly firmly firmly firmly firmly tied to prevent danger caused by conveyance or drop.

- The floor or tank of a kind used for lifting and lowering bricks, tiles, stone floor and wall tiles or other bulk materials must be covered or closed to prevent drop.

- When switches are placed directly on the working floor (or table), they must be tied or anchored to the working floor or taken measures to ensure that vehicles cannot be moved and the working floor must also be covered or closed around.

- The wheel coupling shall not be used as the forklift fitting (or tying the hoists or cables to the wheel), except for some cases where the wheel coupling or the axle is is not driven out of the crane and the load capacity and safety are tested (e.g. for lifting accessories).

- When lifting or lowering permanently or cumbersome objects (for example, long bar, beam, platform, large board), ropes or bars must be used to control travels of the lifting objects.

- The lifting and lowering of load must be made in such a way that the load-receiving person is not tilt or protrude out.

- In the areas where people, machinery and equipment are regularly moved, the lifting and unloading shall be carried out in the enclosed area (for separation from the surrounding traffic) or other measures must be taken such as stopping or moving of people, machinery and equipment for mobile construction.
