According to Decree 116/2016/ND-CP on policies to support students and general education schools in particularly difficult communes and villages, the eligibility conditions and benefits for primary school (TH), lower secondary school (THCS), and upper secondary school (THPT) students in particularly difficult communes and villages in ethnic minority and mountainous areas, coastal areas and islands are specified as follows:
Conditions for Students to Enjoy Support Policies
- Primary and secondary school students must meet one of the following conditions:- Being a semi-boarding student studying at semi-boarding ethnic minority schools;- Being a student whose parents or guardians hold permanent residence in particularly difficult communes and villages and are studying at primary schools or secondary schools in area III communes, particularly difficult villages in ethnic and mountainous areas; particularly difficult communes in coastal flat areas and islands.
Reside far from the school with a distance of 4 km or more for primary school students and 7 km or more for secondary school students, or the terrain is rugged, transportation is difficult, requiring crossing rivers and streams without bridges; crossing high passes and mountains; crossing landslide-prone areas;- Being a student whose parents or guardians hold permanent residence in area III communes, particularly difficult villages in ethnic and mountainous areas and are studying in primary schools or secondary schools in area II communes, ethnic and mountainous areas. Reside far from the school or difficult terrain and transportation mentioned above.
- High school students who are ethnic minorities:- Studying at high schools or high school levels at multi-level schools;- Their parents or guardians hold permanent residence in area III communes, particularly difficult villages in ethnic and mountainous areas, particularly difficult communes in coastal flat areas and islands.
Reside far from the school with a distance of 10 km or more, or the terrain is rugged, transportation is difficult, requiring crossing rivers and streams without bridges, crossing high passes and mountains, crossing landslide-prone areas.- High school students who are Kinh ethnic group, in addition to the above conditions, must be from a household recognized as poor.
Support Levels for Meals, Accommodation, and Rice
- Meal support: Each student is supported each month with 40% of the statutory pay rate, for no more than 9 months/year.- Accommodation support: Each month, support is provided equal to 10% of the statutory pay rate, for no more than 9 months/year for students who have to arrange their own accommodation as the school cannot provide semi-boarding.- Rice support: Each student is supported each month with 15 kg of rice, for no more than 9 months/year.
