Persons Subject to Medical Isolation Due to Covid-19 Are Entitled to What Policies?

Currently, due to the complex situation of the Covid-19 pandemic, the state has imposed medical isolation on those who have had contact with infected cases or who have traveled from epidemic zones to prevent the spread of Covid-19 across the entire country.

*** In addition to being subject to medical quarantine measures, persons under quarantine due to Covid-19 will also be entitled to the following policies:***

1. Exemption from medical examination and treatment costs according to the current regulations on the prices of medical services at public healthcare facilities issued by competent authorities, when detecting and treating infectious diseases according to the professional guidelines of the Ministry of Health.

2. Free provision of: drinking water, face towels, masks, hand sanitizer solutions, mouthwash solutions, toothbrushes, bathing soap, and other essential items for daily needs during the quarantine days according to the usage norms for persons under medical quarantine as issued by the Ministry of Health.

3. Exemption from travel costs from home (in cases where medical quarantine is being conducted at home but signs of infectious disease development necessitate quarantine at a medical examination and treatment facility), from the place of detection of individuals requiring quarantine to the quarantine facility or from one quarantine facility to another according to the decision of the competent authority as specified in Clause 1, Article 2 of Decree 101/2010/ND-CP; to ensure convenient, safe, and conformable transportation as per Clause 3, Article 13 of Decree 101/2010/ND-CP.

The basis for determining the exemption from travel costs is the actual fuel consumption rate of the means of transport used for persons under medical quarantine. If more than one person under medical quarantine is transported in one vehicle, the payment level is calculated as for transporting one person.

4. In the event that persons under medical quarantine contract other diseases requiring examination and treatment during the quarantine period, they must pay for the examination and treatment costs according to the regulations on the prices of medical services; if such persons have health insurance cards, the payment will follow the provisions of the health insurance law.

5. In the case of death of persons under medical quarantine, the costs for preservation, encoffining, burial, and transportation of corpses and remains are exempted according to the regulations on the prevention and control of infectious diseases. The payment amount is based on actual expenses incurred, with valid invoices and documents, ensuring conformity with the Ministry of Health's regulations on preservation, encoffining, burial, and transportation of corpses and remains.

6. Persons under medical quarantine are provided with meals by the quarantine facility according to their request and the capability of the facility. Meal expenses are borne by the persons under quarantine. If quarantined persons belong to poor households as defined, they are supported with meal expenses at the rate of 40,000 VND/day during the quarantine period.

7. Persons under medical quarantine are issued certificates of the quarantine period by the quarantine facility to serve as a basis for enjoying the policies as stipulated by the Labor Code, Social Insurance Law, and guiding documents (if any).

However, the state may change policies for persons under medical quarantine based on contributions and sponsorships from domestic and international organizations and individuals to ensure the best care for those quarantined to prevent the spread of Covid-19.

Legal Basis: Article 2 of Circular 32/2012/TT-BTC stipulating policies, management, and utilization of funds for persons under medical quarantine and compulsory medical quarantine.
