To be specific, according to this Draft, the Textbook Selection Council of the general education institution is established by the head of the general education institution to assist in organizing the selection of textbooks. Each primary school, middle school, and high school establishes one Council. For schools with multiple levels of education, one Council is established for each level.

The Textbook Selection Council includes: the head, the deputy head, the head of the subject department, representatives of teachers teaching the subjects and educational activities with textbooks being selected, and representatives of the school's Parent Representative Committee.

The number of Council members is an odd number, with a minimum of 11 people, of which at least 2/3 are departmental heads and teachers. Specifically:

- The Council President is the head of the general education institution;- The Council Vice President is the deputy head or the head of the subject department;- The Council Secretary is the head of the subject department;- Council Members are departmental heads, representatives of teachers teaching the subjects, and representatives of the school's Parent Representative Committee.

Note: Persons who have participated in the compilation and evaluation of textbooks for publishers are not allowed to join the Council.

The Textbook Selection Council is tasked with selecting textbooks from the list approved by the Minister of Education and Training for use in general education institutions and then proposing the selected textbook list for use in the general education institution to the head of the institution.
