Official Code of Conduct in Public Places of Hanoi to be Implemented from March 10

Recently, the People's Committee of Hanoi City officially signed Decision No. 1665/QD-UBND promulgating the Code of Conduct in public places within the city, effective from March 10, 2017.

Code of Conduct in Public Places on the Premises of Hanoi City

The Code of Conduct in public places on the premises of Hanoi City consists of 04 chapters and 14 articles, not only applying to residents living and working in Hanoi but also to those who come to the city for work, tourism, and study; with the aim of gradually building and forming cultural standards to adjust the speech, attitudes, and behaviors of individuals and organizations in public places on the premises of Hanoi City, building a civilized and modern city. Accordingly, it contributes to preserving and developing the good cultural traditions of the Capital and the country, building elegant and civilized Hanoians.

07 Things to Do and 11 Things Not to Do

This Code of Conduct is not mandatory but rather a guideline for individuals and organizations on what to do and not to do. To be specific:

TO DO:

  1. Comply with the provisions of the law; regulations and rules of public places.
  2. Respect the shared space of the community.
  3. Behave politely, friendly, courteously, and appropriately.
  4. Dress properly, suitable for the circumstance, and social standards.
  5. Care for, yield to, and help the disabled, pregnant women, the elderly, and children.
  6. Fight for and protect the right; support the vulnerable; criticize wrongful acts.
  7. Respect and protect the environment and landscape.

NOT TO DO:

  1. Violate the regulations and rules of public places.
  2. Speak loudly, cause noise, disrupt order.
  3. Incite, threaten, use violence.
  4. Use vulgar language, curse; offend others' dignity and honor.
  5. Smoke, spit, urinate indiscriminately.
  6. Litter, dispose of waste improperly.
  7. Destroy green trees, flowers, grass; harm the landscape.
  8. Use public spaces, vehicles, and works for personal purposes without permission.
  9. Scribble, deface public works.
  10. Let pets roam freely causing danger, making public places unclean.
  11. Use weapons, explosive substances illegally.

Code of Conduct Applied to 8 Public Places

In some public places in Hanoi, there will be specific regulations. To be specific:

- On sidewalks, roadways: Dispose of trash at the right time, in the right place and do not occupy sidewalks, roadways or cook, burn fires on sidewalks, roadways;- In parks, squares, monuments, parks: Participate in the protection, contribution, and promotion of the value of the works and do not scribble, draw, hang, stick advertisements, climb monuments and works, pick flowers, break branches, damage fences, climb trees, pick fruits;- In religious, belief establishments: Walk lightly, speak softly, maintain general order and hygiene and do not wear revealing clothes, inappropriate to the customs and traditions, causing unsightliness;- In museums, libraries, cultural houses: Maintain order; limit the use of mobile phones and do not bring pets, flammable, explosive objects;- In shopping centers, supermarkets, markets, restaurants, eateries: Display prices and origin of products, queue when buying and selling and do not mislead, cheat weights and measures, or trade in counterfeit, poor quality, harmful, illegal goods.- At train stations, bus stops, piers, airports: Queue to buy tickets properly and do not jostle for passengers, pick up, drop off passengers fraudulently; carelessly load, carry goods;- When participating in traffic: Aid accident victims, provide information about traffic accidents to police authorities; yield when encountering road collisions and do not drive under the influence of alcohol;- In playgrounds, entertainment venues, tourist attractions: Wear appropriate attire, express feelings appropriately and do not eat, sleep, rest indiscriminately, or jostle for passengers, solicit tourists to use services.

Publicly Announced Violations

According to the civilized Code of Conduct, organizations, and individuals who comply well will be praised and rewarded. Conversely, individuals and organizations with violations, depending on the severity, will be reminded, publicly criticized through media; and considered, handled according to the law.
