1. Criteria for selecting prestigious people among ethnic minorities in Vietnam

Criteria for selecting prestigious people among ethnic minorities include:

- Being a Vietnamese citizen, regardless of ethnicity, lawfully residing in Vietnam;

- They and their families modelly abide by the guidelines and lines of the Party, the policies and laws of the State and local regulations;

- Being a typical person with many merits and contributions to patriotic emulation movements, hunger eradication and poverty alleviation, protection of security and order, preservation of cultural identity, and national unity;

- Understanding of the traditional culture, customs, and habits of the nation; having a close connection and influence in the family lineage, ethnic group, and population community;

- Capable of gathering and rallying ethnic minorities within a certain range by word of mouth, through deeds, and being trusted, heard,  and followed by people in the community.

2. Objects of selection of prestigious people among ethnic minorities in Vietnam

Prestigious people are selected from the following subjects:

- Cadres, civil servants, public employees, and armed forces, in accordance with current law, with long working histories and dedication to the nation and country, have quit their jobs;

- Village elders, heads of villages, heads of clans, or people who are often invited by ethnic minorities to perform rituals to pray for their families, clans, and villages;

- Dignitaries and positions in religions in ethnic minority areas (Buddhist, Muslim, Protestant, Catholic,...);

- People, intellectuals, businessmen, teachers, good medical practitioners, or people with economic conditions, often help and are trusted by the people.

3. Conditions for voting for prestigious people among ethnic minorities

- Each village in the ethnic minority area with at least one third of the households or the number of members of the population being ethnic minorities is entitled to vote 01 (one) reputable person;

- In case the village does not satisfy the conditions specified at Point a, Clause 3 of this Article, or has many ethnic groups living together, based on the actual situation and the proposal of the district-level People's Committee chairperson, the chairperson of the provincial People's Committee shall consider and decide on the number of prestigious people to be voted, but the total number of prestigious people to be voted shall not exceed the total number of villages in ethnic minority areas in the province.

4. Procedures for recognition of prestigious people among ethnic minorities in Vietnam

Prestigious people are voted on and recognized every 5 years, conducted in the fourth quarter and completed before December 15 of the voting year, in the following order:

- The head of the village shall organize a village meeting (with the participation of at least 2/3 of the households in the village) to disseminate information about policies, criteria, and conditions for selecting prestigious people prescribed in Article 4 of Decision 12/2018/QD-TTg and nominate a reputable person to send to the head of the working committee of the village front.

The head of the village front work committee shall hold a joint meeting (with the participation of representatives of the Party Committee, the government, the Front Working Committee, mass organizations, and representatives of households in the village), make a list of requests for recognition of prestigious people, and send them to the commune-level People's Committees (01 set of documents, including: written requests and minutes of joint meetings;

- Within 05 working days from the date of receiving complete and valid dossiers from the village, the commune-level People's Committees shall summarize, examine, and compile dossiers (01 set of: written requests enclosed with the list and minutes according to Form No. 03) and then send them to the district-level People's Committee;

- Within 05 working days from the date of receipt of complete and valid dossiers from communes, district-level People's Committees shall summarize, examine, and compile dossiers (01 set includes: written request, a list according to Form No. 04 in the Appendix attached to Decision 12/2018/QD-TTg, and a summary of application dossiers from communes), then send them to the provincial-level ethnic minority affairs agency;

- Within 05 working days from the date of receipt of complete and valid dossiers from districts, the provincial-level ethnic minority affairs agency shall summarize, agree with the provincial police agency, the provincial Fatherland Front, and relevant functional agencies to complete the dossier (01 set including: statement, list of requests for recognition of prestigious people according to Form No. 04), and submit to the Chairman of the provincial People's Committee for approval the list of prestigious people in the province.
