Notes for people when Ho Chi Minh City implements "open door policy"

From October 1, 2021, Ho Chi Minh City "opens up" gradually after a long time of implementing social distancing. Along with that, the People's Committee of Ho Chi Minh City promulgated Directive 18/CT-UBND to control and adjust measures to prevent COVID-19 and gradually recover and develop socio-economic, including the following notes for people:

*** When participating in traffic in Ho Chi Minh City:

-Must use the QR code to declare the movement of the VNEID app and the QR code that can show the vaccination history of the HCM Health app or the electronic health book (until the PC-COVID application is officially launched.)

- If there is no QR code, people must present the following documents when requested by the authorities:

(1) Person with COVID-19 who has recovered from the disease for less than 6 months;

(2) Have been vaccinated against COVID-19 (at least 1 dose for the 2-dose vaccine and at least 14 days after vaccination).

In particular, people using private means of transport are only allowed to travel within the city and are not allowed to arbitrarily travel between other provinces and cities.

*** Activities that allow residents to participate:

- Production, trade, business and service activities are operated to ensure the safety assessment criteria for COVID-19 prevention and control of the respective fields.

1.  Enterprises, production and business establishments in industrial clusters, industrial parks, export processing zones, high-tech zones, Quang Trung Software Park and production facilities in the areas of districts, Thu Duc city.

2.  Enterprises, business households, cooperatives, cooperative groups, households producing and trading in agriculture, forestry, fishery and salt production; agricultural production support services, veterinary establishments, and subjects of veterinary practice.

3.  Traffic and construction works.

4.  Enterprises and service establishments include:

- Supply of food and foodstuffs; medicine; Petroleum; electricity; country; fuel, repair; waste collection, transportation and treatment; post and Telecommunication; service of purchase, sale, repair and maintenance of vehicles, machinery, civil and industrial equipment; real estate investment and business activities; management, operation, maintenance, repair and rescue services for infrastructure systems and equipment of agencies, buildings and apartments.

- Public Service; security services; toll stations for road use; construction consulting services; environmental sanitation services; environmental monitoring and treatment services; Job placement services; car wash service; utility services such as: water supply and drainage, parks, trees, technical infrastructure, transportation.

- Post and Telecommunication; press, publishing, print, calendar; e-commerce business activities, using online delivery services; bookstore, office equipment; book street; libraries, galleries, art exhibitions, photography; school supplies and tools; Information Technology; informatics equipment; electronics shop; eyewear store; fashion and apparel stores; shop for gold, silver, gems and jewellery.

- Warehouses, gathering points, transshipment of goods, support services for transporting, exporting and importing goods.

5.  Trade centres, supermarkets, mini supermarkets, convenience stores, grocery stores, wholesale markets, traditional markets; food service establishments (only for take-away sales; restaurants in accommodation establishments, resorts, and tourist attractions may only serve on-site services for guests staying, visiting, does not organize buffet).

6.  Hair-cutting, hair-washing, fitness and sports establishments (gym, yoga, ...) are allowed to operate at maximum of 50% capacity and maximum of 10 people at the same time.

7.  Operation of representative offices and branches of foreign traders in the City.

8.  Credit institutions, foreign bank branches, treasury, service establishments directly related to credit activities, foreign bank branches, logistics; Supporting services for people and businesses (notary, lawyer, property auction, valuation, audit, financial services, insurance, collection point - foreign currency exchange, bailiff, commercial arbitration) commercial mediation, legal advice and other consulting activities to support businesses, judicial expertise, asset management - liquidation, registration, registration of secured transactions, registration of changes land), securities; pawn service.

9.  Trade promotion activities including fairs, exhibitions, conferences, events connecting supply and demand, and product consumption:

- Indoor: gather up to 10 people; In the event that at least 90% of participants have received the full dose of vaccine or recovered from COVID-19 disease, a maximum of 60 people will be gathered.

- Outdoor: gathering up to 15 people; In case at least 90% of participants have received the full dose of vaccine or recovered from COVID-19 disease, a maximum of 90 people can be gathered.

- Activities of religious, belief and worship establishments: gathering up to 10 people; In the event that at least 90% of participants have received the full dose of vaccine or recovered from COVID-19 disease, a maximum of 60 people will be gathered.

- Resort activities at facilities, resorts, hotels, motels, tourist attractions: can operate at up to 50% capacity provided that guests have received a full dose of vaccine or recovered from illness. COVID-19 or have a negative SARS-CoV-2 test result within 72 hours of the test result.

- Events of cultural, artistic, physical training, sports and competition performances are held with a maximum scale of 60 people provided that at least 90% of participants have been vaccinated with the full dose of vaccine or have recovered from COVID-19.

- Organizing weddings and funerals:

+ Indoor: gather up to 10 people; In the event that at least 90% of participants have received the full dose of vaccine or recovered from COVID-19 disease, a maximum of 60 people will be gathered.

+ Outdoor: gathering up to 15 people; In the event that at least 90% of participants have received the full dose of vaccine or have recovered from COVID-19 disease, a maximum of 90 people will be gathered.

- Education and training activities: continue to organize indirect teaching and learning, on the internet environment, via television; step by step consolidating the conditions to be able to combine teaching - learning directly. Types of training for people who have been vaccinated with a full dose of vaccine that can teach - learn directly if they ensure the safety criteria as prescribed.

- Activities focused on indoor and outdoor:

+ Indoor (meetings, training, seminars,...): maximum gathering of 10 people; In the event that at least 90% of participants have received the full dose of vaccine or recovered from COVID-19 disease, a maximum of 60 people will be gathered.

+ Outdoor: gathering up to 15 people; In the event that at least 90% of participants have received the full dose of vaccine or have recovered from COVID-19 disease, a maximum of 90 people will be gathered.

Other cases must be authorized by the competent authority.
