The Government has just issued Decree 18/2022/ND-CP on foreign rituals. In particular, the regulation on the title of high-level visits has some changes.

Specifically, according to Article 5 of Decree 18/2022/ND-CP , the title of high-level visits is regulated as follows:
- The Ministry of Foreign Affairs agrees with the foreign country on the title of each visit of the Head of State, the Head of State who is also the Head of the ruling Party, the Head of the Government, the Deputy Head of State, the Deputy Head of State. country is also the leader of the ruling Party, the deputy of the Head of Government:
+ The head of state makes a visit under one of the following names: state visit, official visit, internal visit and personal visit;
(Currently, according to Point a, Clause 1, Article 29 of Decree No. 145/2013/ND-CP stipulating that the Head of State, the Head of State and the Head of the ruling Party make a visit under one of four names: : state visit, official visit, working visit, personal visit)
The Deputy Head of State makes a visit under one of the following names: official visit, working visit, internal visit and personal visit.
(Currently, the regulations on visiting under one of three names: official visit, working visit, personal visit. Thus, the new regulation adds an internal visit title for the Deputy Head of State).
Note : Nominal state visit only applies to the Head of State, Head of State who is also the Head of the ruling Party of the visiting country to Vietnam.
Each year, welcome no more than 03 delegations to visit the state level. The Ministry of Foreign Affairs agrees with the Foreign Ministry of the foreign country on the program of the visit from 3 to 6 months before the visit. (New content added)

- The Foreign Affairs Committee of the National Assembly shall reach agreement with the foreign country on the title of each visit of the Head of the Parliament of the foreign country, the deputy of the Head of the Parliament of the foreign country in one of the following names: official visit, official visit work, internal visit and personal visit.

Decree 18/2022/ND-CP takes effect from April 10, 2022; replace the content of the foreign affairs ceremony and reception of foreign guests (from Chapter 8 to Chapter 13) in Decree 145/2013/ND-CP .
