Recently, the Ministry of Home Affairs of Vietnam issued Circular 2/2023/TT-BNV stipulating the statistical reporting regime of the Interior sector, effective from May 10, 2023.

Contents of the reporting regime for statistics of the Department of Home Affairs in Vietnam

+ Statistical Reporting Regime for the Home Affairs Sector stipulates the list of reports, report forms, and guides and explains report forms in order to collect and synthesize statistical information under the National Statistical Indicator System; National gender development statistical indicators; Vietnam's sustainable development statistical indicators assigned to the Ministry of Home Affairs to implement; and the System of Statistical Indicators of the Interior Sector specified in Circular 09/2022/TT-BNV dated December 16, 2022 of the Minister of the Interior.

Statistical reporting regime for the Home Affairs sector includes:

- The list of forms of statistical reporting regime is specified in Appendix I issued together with Circular 2/2023/TT-BNV.

- The system of forms and explanations of statistical report forms are specified in Appendix II issued together with Circular 2/2023/TT-BNV.

Statistical reporting unit for the Home Affairs sector in Vietnam

The reporting unit is specified in the upper right corner of each statistical form. The agency or unit responsible for reporting shall write the name of the agency or unit in this position according to the delegation of authority to implement the reporting regime. Units that report directly to the Ministry of Home Affairs are specified in column 4, Appendix I, List of Forms of Reporting Regime for Statistics of the Department of Home Affairs attached to Circular 2/2023/TT-BNV.

Unit receiving statistical reports for the Home Affairs sector in Vietnam

The reporting unit is the unit specified in the upper right corner of each form, under the reporting unit line according to the delegation of authority to perform the reporting mode. The units of the Ministry of Home Affairs that receive and approve the report are specified in column 5, Appendix I, List of Forms of Reporting Regime for Statistics of the Interior Sector, attached to Circular 2/2023/TT-BNV.

Symbols in the statistics report for the Home Affairs sector in Vietnam

Symbols consist of two parts: the number part and the letter part; the number part consists of 2 parts: the first 2 numbers reflect the target group, the next 2 numbers reflect the reporting order; the text is written with abbreviations, specifically: The first group of letters reflects the reporting period (year - N; Ky - K) and the letter BNV represents the statistical report of the Ministry of Home Affairs; group 2 reflects the target group of the statistical report of the Home Affairs sector.

Statistical reporting period for the Home Affairs sector in Vietnam

Statistical reporting period is a certain period of time that requires the subject of a statistical report to show the results of its activities with data according to the statistical criteria in the statistical report form. The reporting period is specified under the name of each statistical form. The statistical reporting period is calculated according to calendar days, including:

+ Annual statistical report: The annual statistical report is calculated from the 1st day of the first month of the statistical reporting period to the last day of the twelfth month of that statistical reporting period. In there:

- The statistical reporting period in the five fields of emulation and commendation is counted from December 1 of the previous year to November 30 of the following year.

- The annual statistical reporting period for the remaining fields is calculated from January 1 of the reporting year to December 31 of the reporting year.

+ Statistical report by term: The term statistical report is calculated starting from the first day of the statistical reporting term until the last day of that statistical reporting term.

+ Other statistical reports:

- Other statistical reports: In case other statistical reports are required to fulfill requirements on state management, the management agency requesting the report must be in writing, clearly stating the time, deadline, specific statistical reporting criteria, and other requirements (if any), and submitting it to the Minister of Home Affairs for approval.

- Unscheduled statistical reports: Unscheduled statistical reports are made to help the Minister of Home Affairs collect information in addition to statistical information collected and aggregated according to the periodical statistical reporting regime. .

Time limit for reporting statistics by the Department of Home Affairs in Vietnam

The date of receiving the report is specified in the upper left corner of each statistical form.

Submission methods of the report on statistics for the Home Affairs sector in Vietnam

Statistical reports are made through the Home Office statistical reporting software system at https://thongke.moha.gov.vn. Reports in electronic documents in the form of electronic files authenticated by digital signatures of heads of agencies or units making reports in the Report on Results of Implementation of the Statistical Reporting Regime of the Department of Home Affairs (according to Appendix III).
