Recently, the Ministry of Education and Training of Vietnam issued Circular 15/2020/TT-BGDDT promulgating the Regulation on Vietnam high school graduation exam.
Vietnam: The suspended candidate shall have their all papers taken cancelled
At point b, Clause 3, Article 54 of Circular 15/2020/TT-BGDDT stipulates:

3. Suspension of taking the exam:

b) Invigilators shall issue a record, confiscate evidence (if any) and report the situation to the Manager of the Exam Place for decision of handling. In case of disagreement in handling, the situation shall be report to the manager of invigilation for final decision. Suspended candidate shall hand in the question paper, script/answer sheet and scrap paper to invigilators and leave the exam room immediately after the suspension is announced. The suspended candidate is allowed to leave the examination area until two thirds of the written paper exam time has elapsed and after the end of the multiple-choice paper. The suspended candidate shall have their all papers taken in the year of suspension cancelled.
According to the above regulations, it can be seen that, under the new regulations, the suspended candidate shall have their all papers taken in the year of suspension cancelled.
This regulation is completely new compared to the old exam regulations issued with Circular 04/2017/TT-BGDDT. Therefore, in previous years, there was no such strict regulation; candidates violating the national high school exam regulations at the level of suspension of taking the exam were still not canceled for all the exam papers they had done before during the exam period.
Additionally, this Regulation still maintains the suspension of taking the exam for candidates who violate one of the following errors:
- Have been warned once but continue violating the Exam Regulations at the reprimand or warning level during that exam period;
- Bring unauthorized items as stipulated in Article 14 of this Regulation into the exam room;
- Bring exam questions out of the exam room or receive solutions from outside into the exam room; write or draw on their exam paper content not related to the exam;
- Act aggressively, threaten those responsible during the exam or threaten other candidates.
According to the Ministry of Education and Training, this year’s high school graduation exam aims to assess learners' academic results following the educational goals of the high school education program, general continuing education at the high school level; use exam results to recognize high school graduation; as a basis to evaluate the teaching and learning quality of high schools and the management work of education authorities. Universities and vocational education institutions can use high school graduation exam results for admissions.
