The State Bank of Vietnam is formulating the Draft Circular on amendments to Circular No. 39/2014/TT-NHNN guiding the intermediary payment services.
This Draft Circular supplements acts which are prohibited when using digital wallet, such as:
- Using a digital wallet to conduct transactions for purposes of money laundering, terrorist financing, fraud, deceit, and other illegal activities;
- Buying, selling, renting, leasing, transferring digital wallets or digital wallet information, opening digital wallet accounts for others.
- Opening or maintaining anonymous or impersonating digital wallet accounts.
- Forging, erasing, transfering, renting, or lending licenses; entrusting or delegating agencies to other organizations or individuals to carry out activities permitted by the license.
- Exploiting the provision of licensed services to organize or participate in activities that violate the law.
Moreover, this document also specifies the total transaction limit of an individual’s digital wallet (including transferring money from one digital wallet to another and making payments for legal goods and services), which is a maximum of VND 20 million per day and VND 100 million per month. For organizations, the total transaction limit of an e-wallet is a maximum of VND 100 million per day and VND 500 million per month.
