Specifically, the new Regulations clearly state 19 things Party members cannot do, including:

Article 1: Speak, write, violate or fail to implement the political platform, the Party's charter, resolutions, directives, conclusions, regulations, regulations and decisions of the Party; do things that are not allowed by law.

Article 2: Failure to comply with the Party's principles of organization and operation; to stand for self-nomination, receive nominations and nominate titles of state organizations, Fatherland Front, socio-political organizations, mass organizations assigned tasks by the Party and State when not yet organized authorized party office.

Article 3: Opposing, denying and distorting Marxism-Leninism and Ho Chi Minh's thought; failing to fulfill the responsibility of setting an example; individualism, opportunism, self-interest; "term thinking", unity in the direction, formal democracy, see right not defend, see wrong do not fight; authoritarian, autocratic, bureaucratic, far from the masses.

Article 4: Providing, disclosing, losing or writing articles, posting confidential information and documents of the Party and the State or things that have not been allowed to be disclosed; storing, propagating, spreading or inciting others to propagate and distribute information and documents in any form in order to spread information and views contrary to the Party's guidelines and lines, policies and laws law of the State.

Article 5: Writing articles or providing documents for other people to write, speak, and publish false news or articles, do not post feedback or correct them according to regulations. Composing, producing, storing and disseminating works and works of literature and art that are unhealthy, contrary to Vietnam's fine customs and traditions, which are provocative and cause bad influence on society; Distributing articles, speeches, interviews, memoirs, movies, and photos in contravention of regulations.

Article 6: Denunciation with fabricated content; write and sign the denunciation together with other people; write denunciation paper name, fake name, and send or distribute complaints and denunciations in any form to places that are not competent to settle.

Threatening, punishing and taking revenge on complainants or denunciators; failing to comply with the Party's regulations and laws on the protection of whistleblowers, critics and commenters; inciting, instigating, bribing or forcing others to make complaints or denunciations.

Article 7: Organizing and participating in organizations and associations contrary to the Party's regulations and the State's laws; Protests and mass gatherings cause disorder and security.

Article 8: Organizing, instigating and participating in factional and partial activities causing internal disunity. Taking advantage of reflecting and giving opinions to the Party and State to lash out, slander, insult, make arbitrary comments and assessments towards organizations and individuals.

Article 9: Reporting, making records, making background declarations, declaring assets and income dishonestly. Using fake or illegal diplomas, certificates or certificates; naturalization, transferring money and assets abroad, opening accounts and buying and selling assets abroad illegally.

Article 10: To assume the prime responsibility for, and advise on, the promulgation of documents with contents contrary to the Party's regulations and the State's laws. Improperly complying with regulations in the management of investment, construction and use of houses, land, resources, finance and assets of the Party and State.

Article 11: Violating public service ethics, covering up, making false reports when performing tasks; irresponsibly so that agencies, units, localities and individuals under their direct management may experience disunity, corruption, wastefulness, negativity and other violations. Moreover, they do not report, handle corrupt, wasteful, negative acts or interfere with, influence or let one's wife (husband), child, father, mother, brother, sister, brother-in-law, spouse and others take advantage of their positions and working positions for personal gain. Next, Taking advantage of the policy of encouraging and protecting dynamic and creative cadres for the common good to commit or cover up self-seeking, corrupt, negative acts, violating the Party's regulations and the State's laws.

Article 12: There is an act of running for office, running for power, covering up, abetting, interfering with, or influencing in any form an organization or individual so that themselves or others may be received, recruited, planned, and rotated, appoint, nominate, stand for election, reward, confer titles, go to school, go abroad, implement cadre regimes and policies in contravention of regulations.

Article 13: Interfering with and influencing activities of inspection, supervision, inspection, audit, investigation, prosecution, trial, judgment enforcement, special amnesty, settlement of complaints and denunciations to cover up, aiding in violations of the Party's regulations and the State's laws. Influence, coerce or bribe organizations and individuals to reduce liability and punishment for others.

Article 14: Embezzlement, giving, receiving, brokering bribes or taking advantage of working positions to broker or bribe in any form; organize, participate in or facilitate money laundering, borrowing and lending activities contrary to law.

Article 15: Giving or receiving gifts in any form to influence the responsible organization or person, leading to the wrong decision, to benefit themselves or the individual, organization, agency or enterprise.

Article 16: Failing to practice thrift, causing loss or waste in the management and use of finance and public property; procurement, management and use of public property in contravention of regulations.

Article 17: Intervention and influence for spouses, children, fathers, mothers, brothers, sisters, siblings, spouses, themselves and other people to travel, study and receive medical treatment from sources Sponsorships from organizations and individuals related to the monitoring and management sectors and fields.

Article 18: Organizing and participating in gambling in any form; use of narcotic substances; using alcohol, beer not according to regulations or to the extent of neglect and other social evils. Organizing weddings, funerals and other personal and family events lavishly, wastefully or for personal gain. Indifference, insensitivity to wrongdoings in society; acts of domestic violence; violation of population policy; living with other people as husband and wife, and violating regulations on marriage with foreigners.

Article 19: Superstition, superstitious activities; support or join illegal religions or take advantage of religious and belief activities for personal gain.

Regulation 37-QD/TW of Vietnam was promulgated on October 25, 2021 and replaces Regulation 47-QD/TW dated November 1, 2011.
