The content of anti-corruption work is promulgated by the Central Steering Committee on anti-corruption of Vietnam based on the Instruction 25-HD/BCDTW dated August 1, 2022.

19 Negative behaviors that need to be prioritized to direct the prevention in Vietnam

Since the Steering Committee's focus is on directing the prevention and control of negativity, there is a deterioration of political ideology, morality, lifestyle, and negative behaviors that need to be focused on for prevention and control, including:

1. Speaking, writing, improperly performing, or failing to fully implement the guidelines, guidelines, and regulations of the party and the laws of the State.

2. failure to comply or not fully comply with the Party's principles of organization and operation, especially the principles of democratic centralism, self-criticism, and criticism; Solidarity, respect, avoidance, fear of collision, silence, do not fight or support according to wrong and deviant opinions and views, cover up, conceal violations and shortcomings of themselves, other people, or organizations; As seeing right does not defend, seeing wrong does not fight: authoritarianism, autocracy, loss of democracy, formal democracy, no respect for collective opinions, disobeying the organization's assignment, being picky about job titles and positions;...

3. Failure to perform or inadequately perform the responsibility to set an example according to the Party's regulations.

4. Taking advantage of jobs related to state secrets, work secrets or jobs under their jurisdiction to make personal profit. Providing, revealing, losing or writing articles, posting confidential information and documents of the Party or State or things that have not been allowed to be disclosed; storing, spreading or inciting others to store or distribute information and documents contrary to the guidelines, guidelines and regulations of the Party and laws of the State; slander, fabricate contents related to the case, a corruption case, or being negatively or arbitrarily accused of crime and sentence before the court issues a judgment; lashing out, slandering, insulting, insulting, and dividing the great national unity bloc; dividing the great national unity bloc; and

5. "Temporary thinking", opportunistic, self-seeking, especially acts of abuse of power: taking the collective name to impose and legitimize wrong decisions of individuals; individualism, putting the interests of the individual above the interests of the collective; pursuing immediate and short-term goals to reap benefits for themselves, their families, and interest groups while ignoring the long-term goals and interests of the collective, community, and country; colluding with enterprises or other objects to make profit.

6. Bureaucracy is far from reality, not working closely, and not knowing the situation in agencies, organizations, localities, and units.

7. Preside over the promulgation or advise on the promulgation of documents that are contrary to the guidelines, guidelines, and regulations of the party and the state's laws or have many loopholes and are used to cause damage to the state, organizations, or individuals; "group interests" and "term thinking" in policy and law formulation.

8. Lack of responsibility, loose leadership, and management to cause disunity, corruption, and negativity; failing to report, reflect, or handle corrupt and negative acts in agencies, units, and localities under their direct management

9. Improper or incomplete implementation of the Party's regulations and the State's laws in investment management, construction, banking, healthcare, insurance, bidding, auctions, securities, corporate bonds, equitization, and the use of houses, land, resources, minerals, finance, assets of the Party and the State, Failing to practice thrift will cause loss and waste in the management and use of finance and public property. Procurement, management, and use of public property by organizations, enterprises, and individuals that contribute or sponsor in contravention of regulations

10. Giving or receiving gifts in any form to influence the responsible organization or person, leading to a decision that benefits themselves, their family, or an individual, organization, agency, or enterprise.

11. Taking advantage of the policy of encouraging and protecting dynamic and creative cadres for the common good to commit acts or cover up corrupt and negative acts Disclosing information, threatening, taking revenge, or punishing those who report, denounce, report, or provide information about corrupt or negative acts

12. Having the act of running for office, running for power, covering up, abetting, interfering with, or influencing organizations or individuals so that themselves or others may receive, recruit, plan, rotate, mobilize, appoint, nominate, stand for election, reward, discipline, confer titles, go to school, go abroad, implement cadre regimes and policies in contravention of regulations.

13. Interfering, influencing, or letting family members, relatives, and acquaintances take advantage of their positions and working positions for personal gain Causing difficulties, troubles, and eternal faucets, prolonging the processing time for people and businesses.

14. Interfering with and influencing activities of inspection, supervision, inspection, audit, investigation, prosecution, trial, judgment enforcement, special amnesty, settlement of complaints, and denunciations to cover up; aiding acts in violation of the Party's regulations and the State's laws; influencing, coercing, or bribing organizations and individuals to reduce liability and punishment for others.

15. Declaring assets and income dishonestly; providing a dishonest explanation of the source of assets and additional income; dispersing and concealing assets acquired due to corruption and negativity. Not directing and organizing the recovery or obstructing the recovery of corrupt and negative assets.

16. Naturalization of a foreign country; using fake, illegal documents; and making false declarations about nationality.

17. Organizing, participating in, or facilitating money laundering, borrowing, and lending activities contrary to the law; transferring money and assets abroad, opening accounts, and buying and selling assets abroad illegally.

18. Organizing weddings, funerals, and other personal and family events (holidays, New Year's Day, birthdays, promotions, new house celebrations, longevity, rotation, job transfer, etc.) in an ostentatious, wasteful, offensive, and frustrating manner in society. Taking advantage of weddings, funerals, and other events for personal gain or benefit for themselves, their families, or others.

19. Other serious and complicated negative acts shall be considered and decided by the Central Steering Committee of Vietnam.
