Recently, the Standing Committee of National Assembly of Vietnam has issued the Ordinance on preferential treatment given to people with meritorious services to the revolution 2020. According to this Ordinance, subjects who are people with meritorious services to the revolution will receive more incentives from July 01, 2021.

According to Article 5 of the Ordinance on preferential treatment given to people with meritorious services to the revolution 2020 of Vietnam (also known as Ordinance No. 02/2020/UBTVQH14), preferential regime for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution mainly includes:
- Monthly subsidy, monthly allowance, one-time subsidy;
- Other preferential regimes include:
+ Health Insurance;
+ Health rehabilitation nursing;
+ Provided with necessary assistive devices, orthopedic tools, means and equipment for rehabilitation as specified by orthopedic and rehabilitation establishments in the labor - invalids and social affairs sector or provincial hospitals higher;
+ Priority in enrollment and job creation;
+ Support to study up to university level at educational institutions under the national education system;
+ Support for housing improvement based on merits and circumstances of each person or when having housing difficulties;
+ Exemption or reduction of land use levy when being allocated residential land by the State, changing the land use purpose to residential land, recognizing the right to use residential land, when purchasing houses owned by the State;
+ Prioritize allocation or lease of land, water surface, sea surface; prioritize forest protection and development contracts;
+ Preferential loans for production and business;
+ Tax exemption or reduction as prescribed by law.
Note: Not all subjects who have made meritorious services to the revolution are entitled to all the above-mentioned preferential regimes, but depending on each object, people with meritorious services to the revolution and relatives of people with meritorious services to the revolution will be entitled to corresponding preferential regimes according to regulations.
Compared to previous provision of the Ordinance on preferential treatment given to people with meritorious services to the revolution 2005, amended in 2012 of Vietnam, from July 01, 2021, subjects who are people with meritorious services to the revolution shall enjoy the following additional incentives:
- Provided with necessary assistive devices, orthopedic tools, means and equipment for rehabilitation as specified by orthopedic and rehabilitation establishments in the labor - invalids and social affairs sector or provincial hospitals higher;
- Exemption or reduction of land use levy when being allocated residential land by the State, changing the land use purpose to residential land, recognizing the right to use residential land, when purchasing houses owned by the State;
- Prioritize allocation or lease of land, water surface, sea surface; prioritize forest protection and development contracts;
- Preferential loans for production and business;
- Tax exemption or reduction as prescribed by law.
