Ministry of Health's guidelines for safe organization of COVID-19 vaccination in Vietnam

Decision 1464/QD-BYT on guidelines for receiving, preserving, distributing and using COVID-19 vaccine issued by the Ministry of Health on March 5, 2021.

In this decision, the Ministry of Health of Vietnam has detailed instructions on how to organize the COVID-19 vaccination session. Organize vaccination sessions in accordance with the guidelines for organizing vaccination sessions for synchronous implementation; fully meet the requirements on vaccination; ensure the prevention of the COVID-19 epidemic; ensure the safety of vaccination and the safety of vaccination staff.

*** Form of vaccination

The provinces' and cities' Departments of Health of Vietnam must mobilize public and private vaccination service establishments, as well as other establishments eligible for vaccination, to participate in the vaccination campaign.

*** Vaccination facility

For units that are eligible for vaccination, the CPC of the province and city guides the units to organize vaccination for the subjects according to regulations. For medical facilities that have not yet announced the facilities eligible for vaccination, the Department of Health directs the deployment of mobile vaccination facilities to ensure that they are eligible for vaccination to implement the local plan.

- Central, provincial/city hospitals, district hospitals, and health centers:

+ Inject subjects who are medical staff at the facility, staff involved in epidemic prevention at the facility, subjects being treated at the hospital, and other subjects as directed by the local plan, but must use the correct object in accordance with regulations.

+ Organize emergency teams at their units and support vaccination points, particularly in difficult-to-reach communes; at least one mobile first aid team in each cluster of 3-4 communes assigned by the locality.

+ During the implementation of the COVID-19 vaccination clinic, hospitals must reserve a certain number of beds for intensive care (minimum 5 beds/hospital) to be ready to handle the case of serious complications after vaccination.

- Commune health stations:

+ Organize a COVID-19 vaccination campaign at mobile injection stations and points.

+ Apply more for the medical staffs, staffs involved in epidemic prevention, defense forces, police, teachers in the area, people providing essential services, elderly people over 65 years old living in the area, and cases of chronic diseases without inpatient treatment according to the local plan. After the end of the campaign, vaccination must be carried out for subjects who have not been vaccinated (subjects must comply with regulations).

+ Arrange equipment and means for on-site emergency treatment and specific plans to provide first aid in case of need.

- Hospitals, infirmaries, medical facilities, etc., belonging to ministries and branches:

+ Create plans, administer injections for subjects in their assigned sectors, and assist the health sector in deploying to other subjects (if necessary).

+ Arrange equipment and means for on-site emergency treatment and specific plans to provide first aid in case of need.

- Vaccination service establishments:

+ Implement vaccination for subjects under the direction of the Department of Health.

+ Arrange equipment and means for on-site emergency treatment and specific plans to provide first aid in case of need.

- Other facilities are mobilized by the Department of Health to inject the subjects according to the local plan.
