1. Military service in Vietnam
Article 4 of the Law on Military Service 2015 stipulates military service as follows:
- Military service is the glory of citizen to serving in People’s Army. Military service is performed in the regular armed forces or in reserve forces of People’s Army.
-Citizens at the age for military service, regardless of ethnics, sectors, faiths, religions, education levels, occupations or residences, shall complete the military service according to the regulations in the Law on Military Service 2015.
2. Health requirements for military service in Vietnam
Clause 3 of Article 4 of Circular 148/2018/TT-BQP stipulates the health requirements as follows:
- Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
- Drafting for agencies, units and positions specified in Point b Clause 2 of Article 4 of Circular 148/2018/TT-BQP must ensure separate standards as regulated by the Ministry of National Defense of Vietnam.
- Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees);
Drug addicts, those contracted with HIV, AIDS.
3. List of diseases exempt from military service in Vietnam 2023

4. Subjects eligible for exemption from conscription in Vietnam
Circular 148/2018/TT-BQP stipulates that the following citizens shall have their conscription exempted:
- Citizen who is a child of revolutionary martyrs or grade 1 wounded soldiers.
- Citizen who is a brother of revolutionary martyrs.
- Citizen who is a child of grade 2 wounded soldiers; a child of sick soldiers suffering labor capacity reduction of 81% or above; a child of people infected with dioxin and suffering labor capacity reduction of 81% or above.
- Citizen who is carrying out cipher activities and not a soldier or police.
- Citizen who is an official or a youth volunteer assigned to an extremely disadvantaged socio-economic area according the law provisions for 24 months or more.
Note:
- The citizens eligible for postponement specified in Clause 1 of Article 5 of Circular 148/2018/TT-BQP shall be drafted if the reason for postponement is no longer available.
- The citizens eligible for exemption from conscription if volunteer to join the army shall be considered for selection and conscription.
5. Entities eligible for exemption from military service in Vietnam
Article 14 of the Law on Military Service 2015 stipulates on entities eligible for exemption from military serviceas follows:
The disabled, people with fatal diseases, mental illness or chronic diseases according to the law provisions may enjoy exemption from military service.
