Latest transportation guidance of Vietnam: Only testing passengers from epidemic level 4 areas

The Ministry of Transport of Vietnam has Decision 10906/QD-BGTVT dated 16/10/2021 guidance on organizing transport activities in 5 areas (road, inland waterway, maritime, railway, aviation) to ensure safe, flexible adaptation and effective control of the COVID-19 epidemic.

In general, passengers participating in traffic (except for air and railway transport) must meet the following requirements:

(1) Comply with the “5K Message”; medical declaration according to regulations of the Ministry of Health of Vietnam;

(2) Strictly implementing measures to prevent and control the COVID-19 epidemic under the guidance of the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health;

(3) Medical tests:

- Test cases with one of the symptoms of fever, cough, fatigue, sore throat, loss of taste and smell, difficulty breathing...;

- For all epidemic levels, only one of the following cases is required:

+ There is suspicion or indication for epidemiological investigation coming from the epidemic area at level 3;

+ Coming from an area with epidemic level 4 or regional medical isolation (blockade); No testing is required while travelling in the area.

- For people who have received the full dose of vaccine and who have recovered from the disease, only one of the following cases should be tested:

+ When there is a request for epidemiological investigation;

+ Coming from an area with epidemic level 4 or regional medical isolation (blockade).

(4) Testing for SARS-CoV-2 done by RT-PCR or rapid antigen test is valid within 72 hours (from receipt of results).

Note: In case the competent authority promulgates new regulations on COVID-19 prevention and control for the subjects applied in this temporary guidance, the new regulations shall apply.

In addition, about the plan to organize transport by road:

- For epidemic areas at level 1 and level 2, passenger cars are allowed to operate with normal frequency. 

- For areas with level 3 epidemics, the Department of Transport shall advise the Provincial People's Committee to decide on the transportation of passengers along fixed routes within the province, buses, taxis, contracts, tourism, and transportation of students and students. The staff ensures that according to the principle of not exceeding 50% of the total number of vehicles of the unit, there is a space on the vehicle (not applicable for sleeper cars).

The Department of Transport at both ends of the route has reported to the province to allow operation up to 50% of the trips according to the previous traffic and with space on the vehicle (not applicable for sleeper cars).

- For areas with level 4 epidemic, stop operating inter-provincial and intra-provincial coaches, buses, contract vehicles, tourism (except for technology vehicles with less than 9 seats using electronic contracts), and transporting students.

Taxis, technology vehicles with less than 9 seats (contract cars, tourist cars using electronic contracts) with partitions from customers, electronic payment are allowed to operate not exceeding 20% ​​of the total number of vehicles of the unit and There is space in the car.

Classification of translation levels

- Level 1: Low risk (new normal) corresponding to blue;

- Level 2: Medium risk corresponding to yellow;

- Level 3: High risk corresponding to orange;

- Level 4: Very high risk corresponding to the color red.
