On December 29, 2017, the Ministry of Health issued Circular 52/2017/TT-BYT regulating prescriptions and the prescribing of chemical drugs and biological products in outpatient treatment, replacing Circular 05/2016/TT-BYT regulating the prescribing of drugs in outpatient treatment.

Thu Ky Luat would like to highlight important notable information of this Circular as follows:
- Issuance of new prescription forms
Circular 52 is issued with the following Appendices:
- Appendix I: Prescription Form;- Appendix II: “N” Prescription Form (Prescription for addictive substances);- Appendix III: “H” Prescription Form (Prescription for psychotropic substances, precursor substances).
- New regulations on prescribing medications
- Prescription must meet the objectives of safety and efficacy, with a priority given to prescribing single-ingredient or generic medications;- Prescription must comply with the following documents: Guidelines for HIV/AIDS treatment and care and Article 6 Circular 21/2013/TT-BYT; accompanying medication instructions; the Vietnam National Pharmacopoeia;- For patients visiting from three or more departments, the department head or the responsible specialist directly prescribes or assigns a specialist doctor to prescribe;- Doctors and physicians at level 4 can provide multi-specialty medical examination and treatment and prescribe for all specialties within the level 4 technical list;- In case of emergency, doctors and physicians prescribe suitable medications for emergency treatment based on the patient's condition;- Regarding prescription content:- If the prescription includes toxic drugs, they must be listed before other medications;- Drugs with multiple active ingredients or medical biological products are to be prescribed by trade names;- The prescription is made on a computer once and stored in the software at the medical facility.
Circular 52/2017/TT-BYT will take effect from March 1, 2018.
