Resolution 42/NQ-CP on measures to support people facing difficulties due to the Covid-19 pandemic was officially promulgated by the Government of Vietnam on April 09, 2020.

This Resolution stipulates that 7 groups affected by the Covid-19 pandemic will be supported by the state for a period not exceeding 3 months:
Employees working under labor contracts who have agreed to suspend the execution of labor contracts or take unpaid leave for one month or more due to enterprises facing difficulties because of the Covid-19 pandemic, having no revenue or financial resources to pay wages, will receive support of 1,800,000 VND/person/month. The support period is based on the actual time of labor contract suspension or unpaid leave, on a monthly basis depending on the actual situation of the pandemic's developments, starting from April 1, 2020, and not exceeding 3 months.
Employers with financial difficulties who have paid at least 50% of the stoppage pay to employees according to Clause 3, Article 98 of the Labor Code 2012, from April to June 2020, will be eligible for unsecured loans of up to 50% of the regional minimum wage for each employee based on the actual pay period but not exceeding 3 months with a 0% interest rate, a maximum loan term of 12 months at the Social Policy Bank to pay the remaining wages, disbursed directly monthly to the employees whose work was halted.
Individual business households with tax-declared revenue under 100 million VND/year that suspend business from April 1, 2020, will receive support of 1,000,000 VND/household/month based on the actual situation of the pandemic's developments but not exceeding 3 months.
Employees who terminated labor contracts or work contracts but do not qualify for unemployment benefits; employees without labor contracts who lost their jobs will be supported with 1,000,000 VND/person/month based on the actual situation of the pandemic's developments but not exceeding 3 months. The application period is from April to June 2020.
Persons with meritorious services to the revolution receiving monthly preferential allowances will receive an additional 500,000 VND/person/month. The application period is 3 months, from April to June 2020, and will be disbursed once.
Social protection beneficiaries receiving monthly social allowances will receive an additional 500,000 VND/person/month. The application period is 3 months, from April to June 2020, and will be disbursed once.
Poor households and near-poor households according to the national poverty standards on the list as of December 31, 2019, will receive 250,000 VND/person/month. The application period is 3 months, from April to June 2020, and will be disbursed once.
